Executive Summary:
FEMA approved $440,052 for the implementation phase (Phase 2) of ISD’s Data Center Generator Project as part of its Hazard Mitigation Grant Program (HMGP), with a local match requirement of $146,684. HMGP is administered by the California Governor’s Office of Emergency Services (Cal OES), where all grant reporting is received and approved. Cal OES requires an individual holding an Authorized Agent Title to sign documentation for submission. ISD grant administration has been hampered as one of the on file Authorized Agents titles requires an update. The actual title for this Authorized Agent does not match the initial resolution (20-0133) that was accepted by the Sonoma County Board of Supervisors. The Board’s approval to authorize the updated Authorized Agent title included in the proposed resolution are necessary for timely grant reporting and management. We request that this authorized agent title be amended from Deputy Director to Assistant Director. In addition, we are requesting that ISD Division Directors be added as Authorized Agents.
Discussion:
On April 21, 2020, the Sonoma County Board of Supervisors approved a number of items to support the countywide effort to obtain and manage financial assistance through sub-granted awards through the State of California and the Federal Department of Homeland Security. Included in this decision was a list of Authorized Agent Titles as from various departments given the authority to act on behalf of the County of Sonoma to advance these grants. The Authorized Agent Titles listed for Information Systems Department do not match actual titles held by individuals that review, approve, and sign ISD reporting on the ISD Data Center Generator project. In order to correct this we are in need of an update to the titles in order to conduct business with Cal OES on the HMGP grant deliverables.
