Authorize the Director of Permit Sonoma to extend by approximately one year an existing contract agreement with Sonoma Ecology Center (SEC) for the Clean Streams in Southern Sonoma County Project (or Project). The Clean Streams in Southern Sonoma County Project is funded by a U.S. Environmental Protection Agency (EPA) San Francisco Bay Water Quality Improvement Fund grant. Under its existing contract, SEC is responsible for services related to projects that restore wetlands and watersheds in and reduce polluted runoff into San Francisco Bay. The existing SEC Clean Streams in Southern Sonoma County Project, contract entered into with Permit Sonoma on July 1, 2015, and amended on April 13, 2021, is for a total amount not-to-exceed $ 821,615.81 and has a term ending December 31, 2021.  However, multiple natural disasters between 2017 and 2019, and then the Covid-19 Pandemic have delayed Project completion. Board of Supervisor’s approval for an approximately one-year no-cost contract extension will extend SEC’s contract through to June 30, 2022. (First and Second District)

Executive Summary:

Under its existing contract, SEC is responsible for services related to projects that restore wetlands and watersheds in and reduce polluted runoff into San Francisco Bay.

 

The existing SEC Clean Streams in Southern Sonoma County Project, entered into with Permit Sonoma on July 1, 2015, and amended on April 13, 2021, is for a total amount not-to-exceed $821,615.81 and has a term ending December 31, 2021.  However, multiple natural disasters between 2017 and 2019, and then the Covid-19 Pandemic have delayed Project completion. Board of Supervisor’s approval for an approximately one-year no-cost contract extension will extend SEC’s contract through to June 30, 2022.

 

Discussion:

In April 2015, the Board authorized the director of Permit Sonoma to accept and administer grant funds from the EPA San Francisco Bay Water Quality Improvement Fund. This grant in the amount of $991,119 is to offset costs associated with the requirements of the Federal and State ordered storm water regulatory permit over the grant period. Actions required for watersheds that drain to the San Francisco Bay include assessments, and monitoring and testing water for sediment, pathogens, and pesticides, and roadway drainage improvements.

 

The Project broadens existing public/private partnerships to reduce pollutant loads at high-priority sites in the Sonoma Creek and Petaluma River watersheds by implementing Total Maximum Daily Loads (TMDLs) for sediment, pesticides, and pathogens. Activities include an inventory of County and City road/stream crossings to enhance prioritization of road projects; substantial erosion and habitat improvement actions on public roads and private streambanks; targeted outreach to prevent pesticide and pathogen pollution; and pesticide, pathogen, and sediment monitoring. These actions will greatly benefit the fish, wildlife, and humans that depend on a thriving, healthy San Francisco Bay and surrounding areas.

 

Permit Sonoma, as Grant Administrator, has contracted with SEC for assistance with the required tasks. SEC shall continue to submit to Permit Sonoma detailed invoices for services on a monthly basis. Permit Sonoma shall provide this information to the EPA as a required for reimbursement from the available grant funds.

Prior Board Actions:

April 13, 2021- The Board authorized the Director of Permit Sonoma to execute a contract amendment with the SEC to provide an EPA grant-funded laboratory services for a not-to-exceed addendum amount of $62,168. The funding source is from Board approved existing $991,119 EPA Clean Streams Southern Sonoma County Grant.

 

April 30, 2019: The Board approved an extension of the grant deadline through December 31, 2021 delegating its administration to the Permit Sonoma Director.

 

April 7, 2015: The Board approved acceptance of a grant, from the EPA’s San Francisco Bay Water Quality Improvement Fund in the amount of $991,119-, and delegating its administration to the Permit Sonoma Director.
