Executive Summary:

The Department of Transportation and Public Works (TPW) requests Board approval of a second amendment to the Professional Services Agreement (PSA) with Moffatt and Nichol Engineers for engineering and design services related to replacement of the River Road Bridge over Gill Creek (Project C11002).

The proposed amendment will extend the term of the contract for five additional years and increase the contract amount by $223,435 (including contingency). The time extension and increased cost will allow for completion of new studies, field investigations and design work required to meet current regulatory requirements and California bridge design standards. If approved the new, not to exceed value of the contract will be $870,834 (including contingency) with a term ending December 31, 2026.

 

Discussion:

The River Road Bridge over Gill Creek project will result in the construction of a new two-lane bridge in close proximity to the existing, but functionally obsolete two-lane bridge. The new bridge will be designed to meet current design standards including improvements to roadway approaches and appurtenant facilities. The existing bridge will be removed after construction of the new bridge as part of this project. The proposed project does not increase vehicular traffic capacity, but will provide two traffic lanes with shoulders as required by applicable standards. Due to the low traffic volume on River Road north of Geyserville in Alexander Valley, pedestrians, bicycles and vehicles will share the travel lanes and shoulders.

In 2014, TPW issued a Request for Qualifications for design services for the River Road over Gill Creek Bridge Replacement Project (C11002) and received 24 proposals from bridge design/engineering consultants. After reviewing the submitted proposals, the Department selected Moffatt & Nichol Engineers as the most qualified company for this project, and on November 14, 2014 the Board of Supervisors awarded a $647,410 contract for civil engineering, design, environmental studies, and related activities. On December 12, 2017, the Board approved a first amendment to extend the contract at no additional cost through December 31, 2021.

Since the award of the contract in in 2014, Caltrans has requested completion of additional environmental studies, geotechnical investigations, and design work that was not in the original scope of work. Failure to perform this work would render the project ineligible for future funding through the Federal Highway Bridge Program. Therefore, TPW is recommending Board approval of a Second Amendment to the existing contract in order to satisfy current Caltrans requirements. The additional work requested in this amendment will increase the contract value by $223,435 (including contingency) resulting in a new, not to exceed contract amount of $870,834 (including contingency). In addition, the proposed second amendment will extend the term of the agreement for five additional years ending until December 31, 2026.

If the amendment is approved, the project will complete NEPA review and begin CEQA review in 2022, and construction will commence in 2024. The impact of not authorizing this amendment will mean that the project cannot be completed and replacement of the bridge will not be possible. This would also require repayment of all unspent federal project funds.

Narrative Explanation of Fiscal Impacts:

The Gill Creek at River Road project is currently 100% funded through the Federal Highway Bridge Program (FHBP), however the work proposed in this amendment has not been approved for reimbursement at this time. Expenditures for this project will be included in future Roads Capital Improvement (11051-34010103) budget requests. TPW is in the process of applying for reimbursement through FHBP, and if approved grant revenue appropriations will be requested as part of the recommended budget. If FHBP denies the request for reimbursement, TPW would use traditional Road Fund sources of revenue such as the HUTA or SB1 to fund this work.
