Executive Summary:
Hudeman Slough is owned by California Department of Fish and Wildlife. The State acquired the property in 1961 and constructed the facility in 1962 with the County agreeing to manage and operate the facility since that time. With $1.5 million in State grant funding for Hudeman Slough Boat Launch Improvements, the State requests Regional Parks to operate and manage the facility for another 25 years.
Discussion:
The County, through its Regional Parks Department, operates and maintains Hudeman Slough Public Fishing Access pursuant to agreements with the California Department of Fish and Wildlife (CDFW). Funding for initial development and subsequent modification of this facility came from the State Wildlife Conservation Board (WCB).
The original Operating Agreement between CDFW and the County was entered into in 1962. The term of the agreement was for 20 years. A new agreement was approved on January 12, 1987 for a term of 25 years, or until January 12, 2012. When WCB funded Hudeman Slough disabled access improvements in 2001, the State requested that the 1987 agreement be amended to extend the term an additional ten years, or until January 12, 2022.
More recently in 2012 and 2019, WCB contributed funding for design and environmental review followed by funding for permits and construction documents to renovate this aging facility. Major renovation is needed to restore paddling and small motorized boating access tidal waterways that link to San Pablo Bay and to upgrade the facility’s accessibility to meet current codes. The facility has been closed since storm events in 2017 caused the dock to fail. Final construction documents are planned for completion early 2022. Construction will include replacing the boat ramp and dock, adding a new low freeboard dock, repaving and expanding parking, a new permanent restroom, and disabled access improvements.
In March this Board approved application for WCB and Division of Boating and Waterways (DBW) grants for construction. The WCB $754,000 grant was approved for funding on November 18, 2021. The DBW $754,000 grant is planned for approval in February 2022.
Now, because the current operating agreement is ending and new State funding is allocated for improvements, the State now requests a new operating agreement for a term of 25 years or until 2046. The proposed new operating agreement was drafted by CDFW and modified with input from Regional Parks and County Counsel. A resolution authorizing the Chair of the Board to execute a new operating agreement is recommended for approval.

Operating Hudeman Slough for another 25 years will continue to serve Sonoma County residents and fulfill State grant funding requirements.
