Authorize Sonoma County Water Agency’s General Manager to execute the Second Amended Reimbursement Agreement for the North Marin Water District Water Use Efficiency Program with North Marin Water District in a form approved by County Counsel.  The amended agreement extends the agreement term by two years for a new end date of December 31, 2023.

Executive Summary:

This item requests authority for the Sonoma County Water Agency’s (Sonoma Water) General Manager to execute a second amended agreement with North Marin Water District (NMWD).  The amended agreement extends the agreement term by two years-to December 31, 2023-at no additional cost to allow for continued reimbursement to Sonoma Water for Water Use Efficiency Program (Program) assistance on behalf of NMWD.  The Program is aimed at increasing water use efficiency and reducing water demands on Sonoma Water’s water transmission system.  The Program may include, but is not limited to, rebate eligibility verification, processing rebates, tracking rebate and program participation, developing marketing/outreach materials, scheduling program related appointments and conducting indoor and outdoor water surveys.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

NMWD and Sonoma Water share the goal of promoting increased water use efficiency in order to reduce operating costs, avoid or defer capital improvement costs associated with expansion of water supply and wastewater disposal systems, minimize associated environmental impacts, and meet the criteria and standards of state and federal regulatory agencies.  NMWD and Sonoma Water are parties to the Restructured Agreement for Water Supply (“Restructured Agreement”), which authorizes the Sonoma Water to implement and fund water use efficiency measures that are cost-effective and will reduce water demands on Sonoma Water’s water transmission system.  NMWD and Sonoma Water are also members of the Sonoma-Marin Saving Water Partnership whose intent is to provide regional solutions for water use efficiency.

 

Sonoma Water and NMWD have cooperated to develop, implement, and fund a water use efficiency program, and NMWD desires Sonoma Water’s continued assistance in developing and implementing NMWD’s water use efficiency measures.

 

Specifically, NMWD is requesting services and materials from Sonoma Water for implementation and administration of NMWD’s water use efficiency program including various rebates and measures, and will reimburse Sonoma Water for its costs.  NMWD’s water use efficiency program includes the Industrial and Institutional High Efficiency Toilet Rebate - Commercial and Residential, Water Smart Landscape Rebate, Cash-for-Grass Turf Replacement Rebate and Lawn Be Gone program, Weather Based Irrigation Controller Rebate, Residential Clothes Washer Rebate, and the Water Smart Home Survey Program.

 

Sonoma Water and NMWD entered into an agreement for reimbursement for the Program, dated June 20, 2016, in the amount of $210,000.  The agreement term end was December 31, 2019.

 

On November 19, 2019, Sonoma Water and NMWD entered into a first amended agreement for reimbursement funding for the Program.  The first amended agreement added two years to the agreement at no additional cost, for a new agreement term end of December 31, 2021.

 

SERVICES TO BE PERFORMED

Under the proposed amended agreement, Sonoma Water will continue providing assistance with various water use efficiency measures administered by NMWD.

 

The amended agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.

This agreement directly supports Sonoma Water’s Strategy 4, as it provides water-use efficiency programming support of a retail water contractor of the Sonoma-Marin Saving Water Partnership. Specifically, the program provides direct to customer residential water assessments to help customers identify inefficient fixtures for replacement and identify and fix leaks in their homes.

 

Prior Board Actions:

06/14/2016:                     Approved agreement between Sonoma Water and NMWD for Reimbursement Agreement for the North Marin Water District Water Use Efficiency Program Fiscal Years 2016/2017, 2017/2018, and 2018/2019.  Cost $210,000; term end December 31, 2019.

Narrative Explanation of Fiscal Impacts:

Remaining agreement balance, as of June 30, 2021, on the Reimbursement Agreement for the North Marin Water District Water Use Efficiency Program is $147,393.  Budget is available from FY 2021/2022 appropriations for the Water Conservation Fund.  North Marin Water District will reimburse Sonoma Water in full for Program assistance on behalf of NMWD.

 

FY 2022/2023 and FY 2023/2024 appropriations will be budgeted in those fiscal years.
