Executive Summary:

Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Third District has reviewed applications and wishes to recommend the following FY 21-22 grant awards:

1)                     10,000 Degrees in support of the 10,000 Degrees College Access and Success programming in Sonoma County, grant award of $1,500;

2)                     Bodega Bay Fisherman's Festival in support of festival advertising, site logistics and setup, grant award of $1,500;

3)                     Center for Volunteers and Nonprofit Leadership in support of the Heart of Sonoma County Awards event and award costs and the cost of complimentary tickets for youth nominees, June 9th, grant award of $800;

4)                     Children's Museum of Sonoma County in support of the following programs to ensure at-risk children have access: Family Access Membership program, Museums for All program, Access for School Kids program, and their Open Door Policy which allows guests to pay on a sliding scale basis, grant award of $3,000;

5)                     Community Child Care Council of Sonoma County, Inc. (4Cs) to support the Parent Voices Sonoma Family Leadership and Civic Engagement Development, grant award of $1,000;

6)                     Elsie Allen High School Foundation, for Pomo Mural Project artist support, grant award of $2,000;

7)                     Farm to Pantry to support the Growing the Table project which supports small regenerative, BIPOC, LGBTQ+ & women-owned farmers and provides CSA boxes to those facing food insecurity, grant award of $1,000;

8)                     Food For Thought in support of the Full Belly nutrition program to serve low-income, food-insecure Sonoma County residents who are pregnant, grant award of $5,000;

9)                     Iglesia Cristiana Shalom Elohim to support the purchase of backpacks, school supplies and gift cards for their Proyecto Equipando al Niño/Backpack Drive, grant award of $1,500;

10)                     Integrative Healers Action Network (fiscal agent: Inquiring Systems, Inc.), to support free integrative health clinics for wildfire-impacted residents, first responders, and essential workers in Sonoma County, grant award of $500;

11)                     Kid Scoop News to provide Kid Scoop News monthly to students in Title One schools throughout Sonoma County, grant award of $1,000;

12)                     Latino Service Providers in support of the production of evacuation map murals by local artists and community-based organizations, grant award of $1,500;

13)                     Lemon Aide Project in support of the Wildfire Assistance Program that provides shelter for low-income families and individuals who are evacuated, secures temporary housing for those who have tragically lost their homes and provides food, toiletries, and baby and pet supplies for evacuees, grant award of $500;

14)                     Nexo Media Foundation in support of Entrepreneur Day, a program directed to deliver resources in Spanish to future business, grant award of $2,000;

15)                     Buck Institute for Research on Aging for outreach and advertising of North Bay Science Discovery Day, grant award of $1,000;

16)                     Petaluma Ecumenical Properties (dba PEP Housing) in support of PEP’s Resident Assistance Fund,  an emergency financial assistance program for low-income senior residents, grant award of $750;

17)                     Raizes Collective in support of the "Harvesting hope after the fires" mural project, grant award of $2,500;

18)                     Rancho Cotate Cougar Boosters Inc. in support of the annual Rancho Cotate High School Athletic Boosters Pasta and Crab Feed, grant award of $1,500;

19)                     Redwood Empire Food Bank for support of operating costs of programs in Sonoma County - including food acquisition, transportation, distribution, supplies, and staff wages and benefits, grant award of $2,500;

20)                     Ruthless Kindness for veterinary supplies for care of pets of victims of domestic violence leaving an abusive situation, grant award of $500;

21)                     Sonoma County Black Forum in support of events and programs that celebrate and promote the richness of Sonoma County Black Culture, grant award of $3,000;

22)                     Sonoma County Women in Law in support of "The Community Advocacy Scholarship," grant award of $1,000;

23)                     Sonoma State University, for marketing and promotion of the 2021-22 season of performing arts at the Green Music Center, grant award of $1,500;

24)                     Summer Repertory Theatre Festival (fiscal agent: SRJC) for advertising and promotion of the Summer Repertory Theatre Festival 2022 Season, grant award of $2,500;

25)                     Valley of the Moon Children's Home Foundation in support of the VMCF Scholarship Program, grant award of $3,750;

26)                     Vital Immigrant Defense Advocacy & Services (VIDAS) in support of 5 naturalization clinics, grant award of $1,000; and

27)                     YWCA Sonoma County in support for Domestic Violence Awareness Month 5K Walk/Run permits, promotion and direct costs to staff and event preparation, grant award of $3,000.

 

Discussion:

The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.

 

The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.

 

Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.

 

Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227
