Executive Summary:

The Department of Transportation and Public Works (TPW) is recommending approval of plans and specifications for the 2020 Pedestrian and Surfacing Improvements Project as well as award of a $907,141 construction contract to the lowest responsive bidder, Team Ghilotti, Inc. As part of the project, staff is recommending a 15% construction contingency of $136,071 to account for unforeseen and/or changed circumstances that cannot be determined prior to the start of construction. The total, not to exceed value of the proposed contract including the contingency is $1,043,212.

 

Discussion:

TPW is recommending Board approval of plans, specifications, and a construction contract for 50% grant funded pedestrian/bicycle safety improvement projects at two separate County locations. The proposed projects are the culmination of a joint effort between TPW and the Sonoma County Transportation Authority (SCTA) to secure SB1 grant funds through their Local Partnership Program (LPP). The Road Repair and Accountability Act of 2017 (Senate Bill 1) created the LPP and continuously appropriates $200 million annually from the Road Maintenance and Rehabilitation Account to local and regional transportation agencies that have sought and received voter approval of taxes or that have imposed fees, which taxes or fees are dedicated solely for transportation improvements. Measure M is a qualifying program, and as a result, SCTA applied for project funding in 2018. TPW was identified on the grant application as the implementing agency, and the Department began preliminary engineering and environmental review in May 2019.

The first proposed project involves installation of a pedestrian hybrid beacon (PHB) system and ADA-compliant curb ramps across Old Redwood Highway at Lark Center Drive. The safety improvements are necessary as there is heavy pedestrian traffic from residential neighborhoods on the west side of Old Redwood Highway crossing to the Larkfield Shopping Center on the east side. Old Redwood Highway is five lanes wide at this location and due to the high traffic volume it is difficult for pedestrians to cross Old Redwood Highway safely and comfortably. The proposed PHB system and associated ADA improvements will make this high- volume crossing safer and more convenient for the general population as well as individuals with mobility issues.

The second project is pavement resurfacing of two roadways adjacent to Wright Charter School. Wright Charter School is located just south of Highway 12 between the cities of Santa Rosa and Sebastopol. Pedestrians and bicyclists can access the school from the south via Price Avenue or from the north using Chico Avenue. The existing pavement conditions on Chico Avenue and Price Avenue make it difficult for elementary school children to walk or bike to school. In addition, the school pavement markings have deteriorated and existing pavement conditions make re-striping difficult. The project will improve the road surface conditions on portions of Chico Avenue and Price Avenue near the school as well as apply new school pavement markings. Once completed the improvements will make conditions on both roads safer for pedestrians and bicyclists.

The project was advertised for bidding on September 13, 2021.

Bids were received and deemed responsive as follows:

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. The low bidder for this work is Team Ghilotti, Inc., and Team Ghilotti has significant experience in successfully performing comparable work, including projects on behalf of the County. TPW accordingly recommends awarding the contract to Team Ghilotti, Inc.

The total estimated cost of construction is $1,043,212.00 including 15% for construction contingency.

The proposed project is categorically exempt under CEQA, including pursuant to Section 15301 of the State CEQA Guidelines. The activity proposed involves maintenance, repair, and minor alteration of existing public facilities with no expansion of use. If the Board chooses not to approve the project, LPP grant funding for the project would be forfeited and costs incurred to date would be lost.

Goal: Goal 3: Continue to invest in critical road, bridge, bicycle, and pedestrian infrastructure.

Objective: Objective 3: Invest $5 million by 2024 on new pedestrian and bicycle facilities, and adopt maintenance guidelines on roads to consider bicyclists and pedestrians.

 

TPW will track the cost of the new pedestrian hybrid beacon system and ADA compliant curb ramps on Old Redwood Highway as progress towards Resilient Infrastructure Pillar goal three, objective three. The cost of improvements near Wright Charter School will not be tracked as to that Objective because the improvements are not new facilities and instead are improvements to repair existing infrastructure.

Narrative Explanation of Fiscal Impacts:

Expenditures for the proposed contract were included in the FY 2020-21 Roads Division adopted budget. Revenue for the projects will come from LPP grant funding (50%) and from annual allocations of State Highway Users Tax (HUTA) and/or SB1 (50%).
