Executive Summary:

The Department of Transportation and Public Works (TPW) requests Board approval of the Third Amendment to an Agreement with TRC Engineers, Inc. for design and engineering services associated with the Geysers Road Bridge over Frasier Creek (TPW project C11005). The proposed amendment will provide additional time, and expand the scope of work to include completion of new studies, field investigations and design work required by updated regulatory requirements and California bridge design standards. If approved, the Amendment will extend the term of the contract through December 31, 2026 and increase its value by $261,452 for a total not-to-exceed contract value of $814,971.

 

Discussion:

The Geysers Road Bridge over Frasier Creek project (C11005) will result in the construction of a new two-lane bridge in close proximity to the existing, but functionally obsolete one-lane Geysers Road Bridge. The new bridge will meet current Caltrans design standards including improvements to roadway approaches and appurtenant facilities. The existing bridge will be removed after construction of the new bridge as part of this project. The project does not increase vehicular traffic capacity, but will provide two traffic lanes with shoulders as required by applicable standards. Due to the low traffic volume on Geysers Road, pedestrians, bicycles and vehicles will share the travel lanes and shoulders.

The Board awarded a design contract for this project to TRC Engineers on October 7, 2014. The original contract was for an amount not to exceed $559,261 with a term ending December 31, 2016. On December 13, 2016, the Board approved the First Amendment to the contract, extending the term through December 31, 2021 at no additional cost. On September 12, 2017, the Board approved the Second Amendment to the contract, expanding the scope of work to include additional archeological studies and increasing the contract amount by $16,387, for a total amount not to exceed $575,648, and no change to the contract term.

In order for the project to remain eligible for Federal funding, it must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. Caltrans has requested additional environmental studies, geotechnical investigations, and design work to comply with current state and federal regulations. In order to meet these requirements, TPW is requesting approval of a Third Amendment to the contract. If approved, the Amendment will extend the term of the contract through December 31, 2026 and increase its value by $261,452 for a total not-to-exceed contract value of $814,971.

If the Board chooses not to approve the proposed amendment, a bridge replacement would not be possible, and the County would be require to repay federal funds received to date for the project.

Narrative Explanation of Fiscal Impacts:

Expenditures for this Amendment will be programmed into future Roads Capital budgets (11051-34010103) The total $261,452 ($237,684+$23,768 contingency) funds are potentially reimbursable through the federal Highway Bridge Program (HBP). The funds have been applied for but have not yet been approved for reimbursement. Should the funding be denied, the County will be responsible for the additional contract costs.
