Executive Summary:
The Department of Transportation and Public Works (TPW) is requesting approval of the Third Amendment to the agreement with Dewberry (successor in interest to Drake Haglan and Associates, Inc.) for design and engineering services associated with the Wohler Road Bridge at Russian River Seismic Retrofit Project. The proposed Amendment extends the term of the Agreement until December 31, 2025 at no additional cost to the County.
Discussion:
The Big Wohler Road Bridge retrofit project (County Project Number C01136) is the largest and most complex bridge project ever undertaken by the County of Sonoma. The bridge is located in rural, western Sonoma County approximately 10 miles northwest of the city of Santa Rosa. The project will retrofit the existing historical but seismically-deficient one-lane Wohler Road Bridge (Bridge Number 20C-0155), with a new lightweight concrete deck, seismic isolation bearings and joints, steel truss reinforcement and foundation reinforcement designed to meet current seismic design standards for bridges. The seismic retrofit will allow the bridge to meet current Caltrans, and American Association of State Highway and Transportation Officials Design Criteria and mitigate from collapse during an earthquake. Seismically upgrading this iconic structure requires extensive environmental, geotechnical, hydraulic and hydrologic studies, utility coordination, architectural study and planning.
The original, design and engineering contract for the Big Wohler Road Bridge retrofit project was approved by the Board on September 24, 2013. The original Agreement with Drake Haglan and Associates, Inc. (now Dewberry) was for a not to exceed amount of $653,454 and included bridge design, engineering, and environmental planning services with a term ending December 31, 2016. The First Amendment, approved by your Board on May 24, 2016, increased the not to exceed amount to $824,344 and extended the term until December 31, 2019. The Second Amendment, approved by your Board on July 10, 2018, increased the not to exceed amount by $145,533 for further seismic, design and engineering work for a total not to exceed $969,877 amount and extended the term of the Agreement to December 31, 2021. Drake Haglan and Associates, Inc. was recently acquired by Dewberry Engineers, Inc. and Dewberry is now successor to and the contracting entity under the Agreement.
While bridge projects typically take five and seven years to complete the design and environmental validation phases, Highway Bridge Program (HBP) rules allow a local agency up to ten years to perform this work. Given the numerous variables, changing conditions, and frequent unforeseen circumstances inherent in a project of this size TPW staff believes the time extension requested in this Board Item is justified. This project is 100% reimbursable with Federal Highway Bridge Program (HBP) funds. This includes consultant costs as well as County staff time and in 2018, Caltrans approved additional funding to cover the increased scope and cost for the first two Amendments with additional funding from HBP.
The project is in the latter stages of design; required property is in the process of being acquired for the right-of-way requirements, Pacific Gas and Electric Company is scheduled to relocate electrical infrastructure in 2022, and construction of the retrofit improvements is estimated to commence in early 2023. Failure to approve this Third Amendment would prevent final designs, plans, specifications, and cost estimates from being completed and stop the project from being constructed. This would require Transportation and Public Works to close this Retrofit Project and repay Federal funds spent to date.
