Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting adoption of a Resolution confirming new and renewed members. The Integrated Waste Management Act of 1989 (AB 939) required the Board of Supervisors to appoint a local task force for development and updating of the County’s Integrated Waste Management Plan. This plan includes a Source Reduction and Recycling Element, a Household Hazardous Waste Element, a Non-Disposal Facility Element, and a Siting Element. Consistent with AB 939, the local task force also serves to advise the Board of Supervisors on other countywide solid waste resource management and recycling issues.

On behalf of the Local Task Force (LTF) on Integrated Waste Management, TPW is requesting the Board adopt a Resolution confirming new and reappointed members for a new three-year term.

 

Discussion:

Background

The Local Task Force on Integrated Waste serves as an advisory committee to the Board of Supervisors and Zero Waste Sonoma (formally the Sonoma County Waste Management Agency) on solid waste issues as well as assists with the development of and revisions to the Sonoma County Countywide Integrated Waste Management Plan. The Local Task Force Bylaws allow the membership to change the bylaws by a vote of the membership which must be approved by the Board of Supervisors.

The term of the appointment to the Local Task Force is currently three years. The Local Task Force members have requested the Board appoint new and existing members for a new 3 year term. This will help bring the members list up to date.

LTF members have either been appointed by the represented Cities and County or volunteers representing public or industry interests in solid waste. Historically, all volunteers who have offered service to the LTF have been accepted onto the task force, and are voting members. 

The LTF is currently evaluating its bylaws to bring back to the board at a later date to:

                     Establish criteria to fill future and existing vacancies on the task force, which is anticipated to include new outreach protocols to the Spanish speaking community and vetting of applicants. The LTF will look to the Board in the interim for guidance in these policy decisions so that there is uniformity with other task forces and commissions approved by the Board. In addition, the LTF will be requesting the Board’s assistance in filling Board-allotted positions on the task force (2 positions per Supervisory District), where appointments have largely been unfilled.

                     Extend membership from the current 3 years to 6, which will reduce future lapses in membership terms.

6/18/13: Resolution 13-0246 appointed Jennifer Sylvester, Ernie Carpenter, and Liz Bortolotto to the membership.

5/22/12: Resolution No. 12-0270 appointed Will Pier, Pamela Davis, and Mike Dittmore to the membership.

9/13/11: Resolution No. 11-0489 added new members and confirmed membership of Local Task Force (LTF).

8/3/10: Resolution No. 10-0579 revised bylaws, added new members, and confirmed membership of Local Task Force (LTF).

9/26/06: Resolution No. 06-823 confirmed membership of the LTF.

8/5/03: Resolution No. 03-0830 confirmed membership of the LTF and approved amended bylaws.

7/18/00: Resolution No. 00-0873 confirmed membership of the LTF.

12/17/96: Resolution No. 96-1648 adopted the proposed bylaws which established the LTF as an ongoing solid waste advisory committee to the Board of Supervisors.

7/10/90: Resolution No. 90-1282 appointed representatives from interest groups to the LTF to assist in coordinating the development of the Integrated Waste Management Plan for the County of Sonoma as mandated by AB 939.

3/13/90: Resolution No. 90-0437 established the LTF on Integrated Waste Management.
