A)                     Authorize the use of $135,000 of Tribal Development Impact Mitigation Fund set-aside and $30,000 from the Transportation and Public Works (TPW) Roads Casino Mitigation Subsidiary Fund for Geyserville Alexander Valley Municipal Advisory Council approved items.

B)                     Adopt a budget resolution appropriating $135,000 from the Tribal Development Impact Mitigation Fund and $30,000 from the TPW Roads Casino Mitigation Fund to the Geyserville Alexander Valley Municipal Advisory Council multiple fiscal agents.

C)                     Authorize the County Administrator to enter into funding agreements, approved as to form by County Counsel, with fiscal agents to disburse funds.

D)                     Authorize the use of $170,000 of TPW Roads Casino Mitigation Subsidiary Fund previously set aside from the Tribal Development Impact Mitigation Fund to be used for projects approved on March 23, 2021.

E)                     Adopt a budget resolution appropriating $30,000 from the Tribal Development Impact Mitigation Fund for the Geyserville Town Plaza Project as approved on March 23, 2021.

Executive Summary:

On August 25, 2021, the Geyserville Alexander Valley Municipal Advisory Council (MAC) approved four recommended projects for funding totaling $165,000.

 

This item seeks Board authorization to use $135,000 of Tribal Development Impact Mitigation Funds and $30,000 of TPW Roads Casino Mitigation Subsidiary Fund. 

 

This item also seeks to correct fiscal information in a Board action on 3/23/2021, and appropriates funds needed for one of the projects approved on that date.

Discussion:

In June of 2016, with the adoption of the FY 2016-2017 budget, the Board approved a set-aside of $1,086,743 into the Tribal Development Impact Mitigation Fund (Tribal Mitigation Fund) to fund outreach efforts, planning, and infrastructure projects in the Geyserville area to mitigate the impacts of the River Rock Casino and general associated changes in the area.

 

On February 27, 2018, the Board approved the use of $60,000 for the Geyserville Fire Protection District to develop and implement a community preparedness plan.

 

The Geyserville Municipal Advisory Council (GAV MAC) was established on December 11, 2018 in the Fourth District, to provide policy recommendations on matters of local concern, such as transportation and land use planning. The GAV MAC was initially charged with the task of recommending how the Tribal Mitigation Fund set aside fuds should be expended by the County for the benefit of the residents of Alexander Valley and adopted a formal program to identify and further develop proposals for community improvement projects in 2020.

 

In October 2020, the Board of Supervisors approved a recommendation to appropriate $100,000 of the Tribal Mitigation Fund to the Northern Sonoma County Fire Protection District to fund a Vegetation Management and Fuel Reduction project focused on vegetation management and fuel reduction along County roads in high fire-risk areas in the Alexander Valley, with increased focus on transecting “wildland urban interface” areas. In addition, $5,577 was appropriated to the GAV MAC for outreach, planning, and projects in the Geyserville area.

 

On March 23, 2021, the Board of Supervisors approved a recommendation to appropriate $380,000 of the Tribal Mitigation Fund to fund local resiliency projects in the impacted area. This item seeks to correct the fiscal information for this item. On November 10, 2009, your Board authorized the allocation of $1,200,000 of Dry Creek Tribal Mitigation Funds to TPW in the Roads Casino Mitigation Subsidiary Fund for infrastructure maintenance and improvement projects in the vicinity of the River Rock Casino.  Staff recommend the following projects totaling $170,000 approved on 3/23/2021, be appropriated from the TPW Roads Casino Mitigation Subsidiary Fund, rather than Tribal Mitigation Fund.

                     Alexander Valley Flood Control and River Restoration Plan (Fiscal Agent: TPW) $30,000

                     Alexander Valley Bridge (Fiscal Agent: TPW) $100,000

                     Geyserville Streetscape Improvements (Fiscal Agent: TPW) $40,000

 

In addition, a budget resolution is necessary to appropriate $30,000 for the Geyserville Town Plaza project for work that will be completed this fiscal year.

 

After these adjustments, the Tribal Mitigation Fund set-aside balance will be $711,166 and the Roads Casino Mitigation Subsidiary Fund balance will be $963,869.

 

On August 25, 2021, the GAV MAC approved the following four projects totaling $165,000:

A)                     $50,000 for engineering services to determine the scope of improvements and permitting of the Alexander Valley Firehouse, essential to disaster preparedness and prevention. (Fiscal Agent: Northern Sonoma County Fire Protection District)

B)                     $50,000 to support construction of the science and technology building, educational infrastructure. (Fiscal Agent: Alexander Valley School District)

C)                     $35,000, with the Geyserville Oriental Hall Association for upgrades to the kitchen of the Oriental Community Hall, improving functionality for community events and resiliency. (Fiscal Agent: Geyserville Oriental Hall Association)

D)                     $30,000, with the Sonoma County Department of Transportation and Public Works for the design and permitting of Russian River channel maintenance and flood mitigation work along the roadways frequented by travelers to the casino. (Fiscal Agent: TPW)

 

This item seeks Board authorization to use $135,000 of Tribal Development Impact Mitigation Funds and $30,000 from the TPW Roads Casino Mitigation Subsidiary Fund for the projects listed above. If approved, this would leave a Tribal Mitigation Fund set-aside balance of $576,166 and the Roads fund set-aside balance will be $933,869.

Narrative Explanation of Fiscal Impacts:

This item will utilize $135,000 of available fund balance from the Tribal Development Impact Mitigation Fund and $30,000 of available fund balance from the TPW Roads Casino Impact Subsidiary Fund for the projects described in this item.

 

An additional $30,000 of available fund balance from the Tribal Development Impact Mitigation Fund will be appropriated for the Geyserville Town Plaza Project, which was approved on 3/23/21.
