Executive Summary:

The Human Services Department and the In-Home Supportive Services Public Authority request approval to reappoint Dr. Wayne Downey to the Public Authority Advisory Committee.

 

Discussion:

In 2012, the Board of Supervisors approved By-laws for the Public Authority Advisory Committee and approved an ordinance to amend Sonoma County Code Section 2-362, replacing the In-Home Supportive Services (IHSS) Advisory Committee with the Public Authority Advisory Committee. There are 10 positions on the Public Authority Advisory Committee representing IHSS clients, providers, members at large, and one ex-officio member from the Human Services Department (HSD).

 

On March 7, 2017, the Board of Supervisors appointed Dr. Wayne Downey to the Public Authority Advisory Committee for an initial four-year term. Dr. Downey is a member of the faculty at Santa Rosa Junior College and currently serves as the Commissioner of the Santa Rosa Housing Authority. Dr. Downey is the recipient of several distinguished awards, including a 2015 Village to Village Global Project Award, 2013 Recognition by Congressman Jared Huffman, and a 2010 American Psychological Association Distinguished Instructor Award.

 

The purpose of the Public Authority Advisory Committee is to provide ongoing advice and recommendations regarding IHSS to the County Board of Supervisors, the Public Authority, and IHSS Programs. Of the 10 IHSS Public Authority Advisory Committee positions, there are two remaining vacant positions on the Committee. Recruitment for the two vacancies is ongoing and when applicants have been identified, HSD and IHSS Public Authority will return to the Board with recommended appointments.

 

Eric Glentzer, Section Manager in the HSD Adult and Aging Division, is the current ex-officio member.

 

Members of the Committee are appointed by the BOS as a whole and not by supervisorial district.
