B)                     Award the contract to W.M. Lyles Co. for $3,119,500 for construction of the Sonoma Valley County Sanitation District Headworks Rehabilitation Project and authorize the Chair to execute the contract.

C)                     Authorize the General Manager of the Sonoma Water [on behalf of Sonoma Valley County Sanitation District (District) acting on behalf of District] to sign Section 00 65 23 (Agreement and Release of Any and All Claims), with County Counsel review, if any unresolved claims are listed by the contractor.

D)                     Delegate to the General Manager of the Sonoma County Water Agency (Sonoma Water) or his designee the authority to approve design changes to the Project as may be necessary or appropriate in connection with change orders within the General Manager’s authority pursuant to Resolution No. 20-0092.

Executive Summary:

This item requests approval of a contract with W.M. Lyles Co. for $3,119,500 for construction of the Project to replace the existing screening equipment at its wastewater treatment plant (WWTP) at 22675 8th Street East in Sonoma, California.

 

Discussion:

The District’s WWTP is located in southeastern Sonoma County just south of the City of Sonoma, and treats wastewater from a service area that includes the City of Sonoma and incorporated communities in the Sonoma Valley, including Glen Ellen, Eldridge, Agua Caliente, Fetters Hot Springs, Boyes Hot Springs, El Verano, Temelec, Vineburg, and Schellville. The District collects and treats wastewater for an existing population of approximately 36,000 people.

 

The District needs to replace critical mechanical equipment within the headworks unit at its WWTP. The headworks is the first step in the treatment process and includes screens and washing presses that remove and clean large solids from the waste stream to protect downstream equipment and processes. The existing headworks screening and washing equipment is 20 to 30 years old and is reaching the end of its useful life, requiring significant and increasing maintenance. On November 2, 2019, the Board approved a contract with HDR Engineering, Inc. for design of the Project to replace the screening and washing equipment.

 

The Project will replace the three existing ½” slotted conveyor screens with three new ¼” perforated plate conveyor screens, which will greatly improve removal of solids at the WWTP. The new screens and replacement of the existing single washer/compactor with two new washer/compactors (one on standby) will provide much greater reliability.  The specific work under the Project contract includes the removal of existing screening and washing equipment; demolition of concrete slabs and beams; construction of an elevated concrete beam and deck; demolition of existing electrical feeds and utility water piping; installation and removal of temporary screening equipment; excavation and construction of a concrete retaining wall, concrete pad, and sidewalk; installation of new water, drain and air piping; installation of three perforated plate screens and two washer compactors; associated electrical feeds, control panels, sluice conveyor, and level-sensing devices; and incorporation of the new equipment into the District’s existing control system. Work must be completed within 425 Days from the date of the contract start. 

 

Sonoma Water’s General Manager has determined that the replacement of the screening and washing equipment is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(b)(e), Existing Facilities, and Section 15302(c), Replacement or Reconstruction, because the upgrades and additions of redundant equipment at the WWTP would not involve an expansion of existing operational capacity, additions to existing structures would be less than 50% of the existing floor area, and replacement equipment would have the same purpose and capacity as equipment replaced. Sonoma Water staff prepared a Notice of Exemption (NOE) for the project in accordance with CEQA, the State CEQA Guidelines, and Sonoma Water’s Procedures for the Implementation of CEQA. The NOE was posted with the County Clerk’s and the 30-day public review period closed on Aug 13, 2021 with no comments.

The Engineer’s Estimate was $4,113,000.

 

The lowest responsive and responsible bid is from W.M. Lyles Co. and is $993,500 below the Engineer’s Estimate. W.M. Lyles Co. is experienced in this type of construction and met the experience requirements.

 

A contractor must execute a release of claims (Section 00 65 23) before final payment but may except any unresolved claims from the release. The requested action authorizes the General Manager to approve the release unless the contractor lists unresolved claims. In that case, County Counsel must review Section 00 65 23 prior to General Manager’s approval.

 

Construction on the Project is scheduled to begin approximately in early December 2021, with an estimated completion date in early February 2023.

 

Sonoma Water (on behalf of the District), recommends the Board take the following actions:

ALTERNATIVES

The District could decline to award the Project and reject all bids. However, a failure to approve the contract will subject the District’s WWTP to the continuing degradation of the screening equipment reliability and the corresponding problems resulting from the passage of non-treatable solids to the downstream treatment processes.

 

Prior Board Actions:

11/2/2019                     Board action authorizing Sonoma Water’s General Manager, acting on behalf of the District, to execute an agreement with HDR Engineering, Inc. for engineering and design services for the District’s Headwork Rehabilitation Project through December 31, 2022 in the not-to-exceed amount of $370,000.
