Executive Summary:
This item is a request for authorization from the Board of Supervisors for the Permit and Resource Management Department to accept grant funds offered by the Association of Bay Area Governments. Permit Sonoma applied for and received a Regional Early Action Planning Grant ($47,588) from the Association of Bay Area Governments. These funds would be used to support Permit Sonoma’s work on the General Plan Housing Element update over the next two fiscal years. Staff requests the Board’s authorization to allow the Director of Permit Sonoma to accept the funds and negotiate the terms of and execute the grant agreement.
Discussion:
The California Budget Act of 2019 allocated $250 million for regional governments, cities, and counties do their part by prioritizing planning activities that accelerate housing production to meet identified needs of every community. With this allocation, the State of California Department of Housing and Community Development (HCD) established the Regional Early Action Planning Grant Program (REAP) with $125 million to regions. REAP provides one-time grant funding to regional governments and regional entities for planning activities that will accelerate housing production and facilitate compliance in implementing the sixth cycle of the Regional Housing Needs Allocation.
The Association of Bay Area Governments (ABAG) solicited Letters of Interest from Bay Area local jurisdictions for Technical Assistance and Planning Grants to support the completion of Housing Elements, housing-supportive initiatives, and Priority Development Areas (PDAs). The letter of interest process was meant to identify eligible applications and to assess the strength of proposed projects relative to program goals.
Approximately $12 million was available between the REAP and PDA programs to local governments in the nine-county Bay Area. The REAP grants included $5.18 million non-competitive, formula-based funding, and $1 million competitive funding. Of that amount, ABAG has suballocated $47,588 in non-competitive funding for the County of Sonoma. The grant funds would support staff’s preparation of the County of Sonoma’s General Plan Housing Element update in fiscal years 2021-22 and 2022-23.

This work would be performed by the Comprehensive Planning Subsection of Permit Sonoma (Subsection 26010123), recording revenue as State Grant Revenue (EFS Account 42360), and related spending recorded in Other Professional Services (EFS Account 51249) as applicable throughout FY 2021-22 and FY 2022-23.
