B)                     Award contract to lowest responsive and responsible bidder, Granite Construction Co., in the amount of $1,204,536 and authorize Chair to execute construction contract for project C21608.

C)                     Approve a 10% construction contingency for the project in the amount of $120,454.

Executive Summary:

The Department of Transportation and Public Works (TPW) is recommending the approval of plans and specifications for the Pine Flat Road Storm Damage Repair Project and associated award of a construction contract to the lowest responsive and responsible bidder for the project, in an amount of $1,204,536. Staff is also recommending a 10% construction contingency of $120,454 to account for unidentified conditions that cannot be determined prior to the start of the project, for a total project cost of $1,324,990. Costs associated with the construction contract are eligible for reimbursement through the Federal Emergency Management Agency (FEMA) and California Department of Emergency Services (CalOES).

 

Discussion:

Pine Flat Road was damaged by debris flows and landslides directly related to the heavy storms occurring in February 2017. The proposed project will include repairs to the existing roadway as well as installation of retaining walls in order to prevent roadway damage during future storm events. All proposed construction will comply with current Caltrans roadway and drainage standards.

TPW requested bids on July 13, 2021 and bids were opened on August 10, 2021.

Bids were received and deemed responsive as follows:

3                     Piazza Construction                                                                $1,384,239

4                     Ghilotti Construction Co.                                          $1,420,165

The Engineer's Estimate was $1,446,000.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. The apparent low bidder for this work is Granite Construction CoThe Department recommends awarding the contract to Granite Construction Co. 

The total, not-to-exceed cost of construction is $1,324,990 including 10% for construction contingency.  Appropriations are available in the FY 2021-22 budget. Granite Construction Co. is experienced in this type of work. They have been licensed since 1929.

Narrative Explanation of Fiscal Impacts:

Appropriations for this contract are programmed into the FY 2021-22 Transportation and Public Works Roads Capital Improvement budget (11051-34010103). Of the contract total, $993,743 (75%) is eligible for reimbursement from FEMA, and an additional $248,436 (18.75%) is eligible for reimbursement from CalOES. The remaining balance of the project costs ($82,811) will be paid from SB1 funds allocated to the Roads Division Capital Improvements Section.
