Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting the Board approve a second amendment to the construction management services agreement with Ghirardelli Associates, Inc. for the Boyes Boulevard Bridge Replacement Project, to increase the contract amount by $63,285 for a total contract not to exceed amount of $936,801.

 

Discussion:

The Department of Transportation and Public Works (TPW) began work on replacing the functionally obsolete bridge on Boyes Boulevard over Sonoma Creek in 2013. The new bridge includes improvements to the roadway approaches and appurtenant facilities as well as compliance with all current roadway, drainage, and bridge standards necessary to accommodate a 100-year storm event with freeboard as specified by the County of Sonoma. The Boyes Boulevard Bridge Replacement Project did not increase vehicular capacity, but provided a shoulder for bicycles and a 5-foot sidewalk for pedestrians. The new Boyes Boulevard Bridge opened for pedestrian and vehicular traffic on July 23, 2021, however work on final construction elements is ongoing.

Design and environmental permitting was completed in 2019, and a $5,637,737 construction contract was awarded to Gordon Ball, Inc. on July 9, 2019. A corresponding professional services agreement for construction management services was awarded to Ghirardelli Associates, Inc. on August 6, 2019. The agreement with Ghirardelli Associates, Inc. included a not to exceed contract value of $717,871. On April 13, 2021, the Board approved a first amendment to the agreement, increasing the contract amount and extending the agreement term.

The requested action in this Board Item will further increase the contract amount in relation to work added to the construction contract via change orders 006, 007, and 008. This second amendment is necessary to complete administration of the bridge replacement project later this Fall.

The first amendment (approved 4/13/2021) increased the contract amount by $155,645 to a total, not to exceed amount of $873,516, and extended the term to December 31, 2021. The amendment was instituted to accommodate for unplanned construction delays caused by: COVID-19 labor quarantines, project monitoring during the 2019/2020 winter suspension, a state wide cement shortage, as well as environmental mitigation efforts and drilling complications outside the original scope of work.

Approval of the second amendment will provide funding for construction management services associated with the final phase of the project, including repair of an existing box culvert drainage system, construction of a retaining wall, and enhanced creek bank stabilization (construction contract change orders 006, 007, 008). The proposed second amendment will increase the contract amount by $63,285 for a new, not to exceed amount of $936,801.

Ghirardelli Associates, Inc. is a Bay Area engineering firm that has specialized in providing construction management services to cities, counties, and CalTrans for over 30 years. Previously, Ghirardelli Associates, Inc. worked with the County on the Fort Ross Road Slide Repair Project in 2010.

Narrative Explanation of Fiscal Impacts:

Appropriations for this amendment are included in the FY 2021-22 adopted Roads Capital Improvement budget (11051-34030103) as part of the Boyes Bridge Construction Project. The Federal Highway Administration has approved the project and is expected to reimburse 88.53% of costs associated with this amendment. Funding for the local share will be paid from other sources of funds available for Roads capital improvement projects, including building permit fees and allocations from SB1.
