Adopt the resolution authorizing consolidation of any local elections called for November 2, 2021, by governing bodies that requested consolidation, as required by Elections Code §10400, and either placed a measure on the ballot or had sufficient nominees file to require an election be held. (First, Second, and Fifth Districts)

Executive Summary:

Elections Code §1000(e) establishes November 2, 2021, as an election date.  In Sonoma County, numerous jurisdictions ordered elections for this date.  When multiple elections are called on the same day, in the same territory or in territory that is in part the same, Elections Code §10400 permits the consolidation of those elections.  The primary purpose of consolidating elections is to maximize utilization of resources needed (i.e., avoid duplication) which can result in overall cost savings.

 

Discussion:

Ten special districts filed consolidation resolutions ordering elections for November 2, 2021, to fill expiring seats on their district boards.  However, as of August 11, 2021 - the extended nominations deadline - only two of these districts (Occidental Community Services District, Timber Cove County Water District) had more candidates file for an office than the number of seats available for that office.  Therefore, only these two districts are going to election.

 

Meanwhile, two special districts (Kenwood Fire Protection District, Sonoma Valley Health Care District) called elections for November 2, 2021, to place tax measures before their voters.  Finally, one city (City of Sonoma) called an election for November 2, 2021, to fill a City Council vacancy. The end result is five jurisdictions that are having candidates or measures on the November 2, 2021, General Election ballot and need to be consolidated:

 

                     City of Sonoma - City Council vacancy (1 seat, 3 candidates)

                     Occidental Community Services District - 4-year term (2 seats, 3 candidates)

                     Timber Cove County Water District - 4-year term (3 seats, 4 candidates)

                     Kenwood Fire Protection District - Measure E (Special Parcel Tax)

                     Sonoma Valley Health Care District - Measure F (Parcel Tax Extension)

 

Copies of resolutions received at the Registrar of Voters Office from the above local jurisdictions wishing to consolidate are on file with the Clerk of the Board.

 

Prior Board Actions:

On January 26, 2021, the Board of Supervisors authorized consolidation of the March 2, 2021, Special Election (Resolution Number 21-0026).

Narrative Explanation of Fiscal Impacts:

Pursuant to Elections Code §10416, the costs of conducting consolidated elections are shared between the entities involved.  Full costs will be billed to the involved jurisdictions on a pro-rata basis following the election.
