Executive Summary:
The Board of Supervisors (Board) approved the Springs Municipal Advisory Council (MAC) December 11, 2018.
Discussion:
The proposed changes to the Bylaws will make changes to the authority and purpose, membership requirements, geographical representation requirements, composition, interview process, term limits and administrative roles. Specifically:
1) Remove Use Permit Applications and planning topics recommendations by the Sonoma Valley Citizens Advisory Council.
2) Allow membership requirement for members to reside or work within the boundaries of the Municipal Advisory Council.
3) All efforts will be made to achieve geographic and ethnic diversity within the Springs Municipal Advisory Council boundary including residents of the Agua Caliente, Boyes Hot Springs, El Verano and Fetters areas. The Springs Municipal Advisory Council will have the following composition:
a. Nine Members:
i. Sonoma Valley Citizens Advisory Council: ONE representative
ii. At Large: SIX representatives
iii. At Large Alternates: TWO representatives
4) Allow interviews to be conducted by District 1 Supervisor and the MAC’s Chair and Vice Chair.
5) Allow the Supervisor to reappoint for terms beyond the initial term limits at the Supervisor’s and council discretion.
6) Allow the Chair and Vice Chair to serve more than two consecutive years at the recommendation of the council and approval by the District Supervisor.
These changes will allow for more flexibility regarding the MAC’s geographical jurisdiction and membership as well as terms.
This update also makes a few non-substantive adjustments to wording and grammar.
Prior Board Actions:
• Pre-incorporation, the Board established the now-dissolved Windsor Municipal Advisory Council in 1987 (Resolution No. 87-0139).
• The Sonoma County Board of Supervisors and the Sonoma City Council established the Sonoma Valley Citizens Advisory Commission in 1993 (Resolution 93-1552 on 10/12/93; Joint Powers Agreement 98-1281 on 10/6/98; 04-0026 on 1/6/04; 06-0776 on 9/12/06; 14-0086 on 3/11/14).
• The Board created the Mark West Area Citizens Advisory Council in 2016 (Resolution No. 16-0231) and Dry Creek Valley Citizens Advisory Council in 2012 (Resolution No. 12-0410).
• The Board adopted the Sonoma County Municipal Advisory Council Policies & Procedures on July 18, 2017.
• The Board created the Lower Russian River Advisory Council (Resolution No. 18-0405) and the Sonoma County Coast Municipal Advisory Council on 9/25/2018 (Resolution No. 18-0406).
• The Board created the Springs Municipal Advisory Council (Resolution No. 18-0508) on December 11, 2018.
• The Board created the North Valley Municipal Advisory Council (Resolution No. 19-1346) on September 17, 2019.
