Executive Summary:
In 1988, the County reconstructed Boyes Boulevard, which included a guard rail installation on the Boyes Boulevard Bridge over Sonoma Creek. This created limited sight distance for traffic on River Road making a northbound left turn onto Boyes Boulevard. To address this safety issue, the Board of Supervisors adopted Resolution No. 88-1045 prohibiting the northbound left turn. With the opening of the new Boyes Boulevard Bridge on July 16, 2021, the left turn prohibition is no longer necessary as the new bridge was widened, allowing traffic on River Road the increased sight distance required for making a northbound left turn. Rescinding Resolution No. 88-1045 would allow vehicles to make the northbound left turn movement, thereby enhancing traffic circulation.
Discussion:
The Boyes Boulevard Bridge, which spans Boyes Boulevard over the Sonoma Creek, was built in the early 1900s and rebuilt around 1955.
In 1988, the County reconstructed Boyes Boulevard between Railroad Avenue and State Route 12 and part of that work involved guard rail installation near Boyes Boulevard and River Road. This created a sight distance issue for motorists making a northbound turn from River Road onto westbound Boyes Boulevard. Consequently, at the recommendation of the Department of Transportation and Public Works, the Board of Supervisors adopted Resolution No. 88-1045 in accordance with Sections 22113 and 32 of the California Vehicle Code to prevent the northbound left turn movement at River Road and Boyes Boulevard.
On July 16, 2021, a ribbon cutting ceremony was held marking the completion of the new Boyes Boulevard Bridge. The design of the new bridge eliminated the sight distance issue at River Road and Boyes Boulevard. Accordingly, a prohibition of the northbound left turn from River Road onto Boyles Boulevard Bridge is no longer needed and the Department of Transportation and Public Works recommends adoption of a resolution rescinding Resolution No. 88-1048 to allow the northbound left turn and increase traffic circulation.
