A) Adopt a resolution authorizing the Director of the Human Services Department (HSD) to execute the Sonoma County Area Agency on Aging (AAA) Health Insurance Counseling & Advocacy Program (HICAP) Standard Agreement #HI-2122-27 with the State of California Department of Aging (CDA) for a total amount of $482,927 for the term of July 1, 2021 through June 30, 2022.
B) Authorize the Director of HSD to amend and execute future Standard Agreement amendments to adjust for revenue levels based on changes to funding.

Executive Summary:
HSD requests annually that the Board of Supervisors delegate authority to the Director of HSD to execute agreements with the CDA. For Fiscal Year 2021-2022, HSD requests that the Board of Supervisors adopt a resolution authorizing the Director of HSD to sign the HICAP Standard Agreement #HI-2122-27 in the amount of $482,927 with the CDA and execute future amendments to adjust for revenue changes.
Discussion:
HICAP provides free, confidential and objective one-on-one counseling, education, and assistance to individuals and their families regarding Medicare, Long-Term Care insurance, and other health insurance. Services include assistance with planning ahead for long-term care needs for the purpose of preserving continuity of health coverage. The target populations served by HICAP includes older adults, other Medicare beneficiaries including individuals with disabilities, and those imminently eligible who are seeking information related to medical insurance coverage options.
Sonoma County’s AAA serves as the lead agency under a memorandum of understanding and provides HICAP functions for the AAA planning and service areas of Marin, Lake, Mendocino, Napa and Solano counties. The Sonoma County AAA contracts with Senior Advocacy Services to administer the HICAP Program. Senior Advocacy Services’ HICAP staff and trained volunteers offer counseling and advocacy services in both English and Spanish.
Prior Board Actions:
August 4, 2020: Board of Supervisors authorized the Director of the Human Services Department to execute the CDA HICAP Standard Agreement for the period of 07/01/2020 to 06/30/2021.
June 13, 2017: Board of Supervisors authorized the Director of the Human Services Department to execute the CDA HICAP Standard Agreement for the period of 07/01/2017 to 06/30/2020.
The Board has approved the Standard Agreement for operation of HICAP since 1997.

Narrative Explanation of Fiscal Impacts:
This one-year agreement is congruent with FY 2021-2022 starting July 1, 2021, and ending June 30, 2022, and has been included in the adopted budget for the aforesaid fiscal year. HICAP is funded fully by the State of California Department of Aging. There is no local match requirement and no county general fund is needed.
