Executive Summary:
Sonoma County Water Agency (Sonoma Water) is developing the Upper Petaluma River Flood Control Project (Project) as part of its Stormwater Management and Groundwater Recharge Initiative. Earlier phases of the Project are complete. The next phase consists of a feasibility analysis including a feasibility study to be conducted by Woodard & Curran, Inc.
Discussion:
HISTORY OF ITEM/BACKGROUND
The Petaluma River is subject to severe flooding during heavy storm events, and Sonoma Water is developing the Project to investigate opportunities for flood reduction and storm water management within the upper Petaluma River watershed. To inform Project feasibility, Sonoma Water has created a hydrologic and hydraulic surface water model for the upper watershed. Utilizing this model, Sonoma Water initiated a preliminary evaluation of potential flood and storm water management project concepts and has determined that upper subwatersheds may provide project opportunities for flood reduction benefits along the Petaluma River.
Work performed in previous phases of the Project included developing overall Project objectives, assessing potential Project issues, and identifying and prioritizing the relative benefits of detention basins and floodplain modifications within the Lichau Creek, Willowbrook Creek, Marin Creek, Liberty Creek, and Lynch Creek watersheds under 10-year and 100-year flow scenarios.
The next Project phase consists of analyzing the feasibility of upper Petaluma River watershed flood projects and associated flood reduction benefits to the City of Petaluma and the surrounding community. The scope of work includes advancing the impact prioritization and concept development done in previous Project phases, completing a feasibility study, and supporting Sonoma Water’s landowner and community outreach process. The feasibility study involves the application of Sonoma Water’s previously developed hydrologic and hydraulic model and other geographic metrics to identify the suitability of potential parcels in the upper Petaluma River watershed to support project identification and future design, grant acquisition, and implementation.
SELECTION PROCESS
On May 17, 2019, Sonoma Water issued a Request for Statements of Qualifications to 36 firms listed on the attached recipient list. The Request for Statements of Qualifications was also posted on the Sonoma Water and County of Sonoma Purchasing Department websites.

Woodard & Curran Inc. (Consultant) was selected from the list of qualified consultants. Consultant was chosen for this work because of their expertise and considerable experience with local flood related data sets and stakeholders in the watershed.
Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed.
SERVICES TO BE PERFORMED
Under the proposed agreement, Consultant will perform the following tasks for the feasibility analysis:
1) Extend ranking results analysis to unmodeled subwatersheds
2) Conduct preliminary parcel screening to identify suitability for potential stormwater improvement features
3) Determine the hydraulic impacts of parcel-specific sizing
4) Conduct parcel feasibility scoring
5) Perform floodplain mapping
6) Develop a feasibility technical memorandum
7) Conduct site-specific parcel feasibility assessment as an optional task, pending parcel screening results and community outreach
The cost of services will not exceed $371,815; the term end date is December 31, 2024.

Budgeted amount of $371,815 is available from FY 2021/2022 appropriations for the Flood Control Zone 2A Fund, which is funded by property taxes. No additional appropriation is required.
