Executive Summary:

The California Department of Public Health’s Cal-Enhanced Program is designed to compile information on violent and opioid overdose deaths. The goal of the Program is to identify circumstances and trends surrounding these deaths to inform and strengthen prevention efforts around the opioid and violence epidemics. CDPH would like to partner with Sonoma County Sheriff’s Office to obtain reports on opioid overdose, homicide, and suicide cases to support the implementation of Cal-Enhanced. The Sheriff is requesting authorization from the Board of Supervisors to execute the contract and certifications necessary to participate in the Cal-Enhanced Program.

 

Discussion:

Violence and overdose are major public health problems that affect individuals, families, and entire communities. In 2018, there were:

                     Nearly 6,600 violent deaths (i.e., homicides and suicides) among California residents

o                     More than 18 violent deaths each day

                     Over 4,500 drug overdose related deaths among California residents

o                     More than 12 deaths each day

Cal-Enhanced is funded by the Centers for Disease Control and Prevention (CDC) to compile information on violent and opioid overdose deaths. Cal-Enhanced combines data from various data providers in one secure, confidential, and de-identified database. California State Statute (SB 877, Chapter 712, 2016) provides authority for the sharing of this data and protects the confidentiality of the information collected. Only limited, de-identified data are sent to CDC through this secure and confidential system. The goal is to identify circumstances and trends surrounding violent and opioid deaths to inform and strengthen prevention efforts around the opioid and violence epidemics.

Medical examiners, sheriff-coroners, coroners and law enforcement are at the front lines of the overdose and violence epidemics. Detailed information that is already collected (about when, where, how, and to whom these deaths occur) is key to understanding the causes of death as well as developing and evaluating prevention efforts. Cal-Enhanced presents an opportunity to combine observations and technical work with the public health effort to strengthen California's response to the current crises devastating our communities.

CDPH would like to partner with the Sheriff’s Office to obtain 2019 Coroner/Medical Examiner (CME) and toxicology reports for opioid overdose, homicide, and suicide cases to support the implementation of Cal-Enhanced. CDPH is currently receiving data from over half of the counties in California and is very interested in including Sonoma County in the data set. CDPH has funds available to reimburse the County for costs related to providing the data. The Sheriff is requesting authorization from the Board of Supervisors to execute the CDPH contract and certifications necessary to participate in the Cal-Enhanced Program and invoice for the reports provided.

Narrative Explanation of Fiscal Impacts:

CDPH has funds available to reimburse the County for costs related to providing the requested data. It has been estimated that revenue will be $3,000 per year for the data provided to the Program. Data and reports will be provided by existing Sheriff’s Office staff, which will not incur any additional costs.
