A) Approve the Specifications for the 2021 Thermoplastic Road Striping and Markings Project, M21502.
B) Award contract to low bidder, Central Striping Services, Inc., in the amount of $249,598.75, approve a 25% contingency for construction in the amount of $62,399.68, for a total amount not to exceed $311,998.43, and authorize the Chair to execute the construction contract for M21502.

Executive Summary:
A primary goal of the Department of Transportation and Public Works (TPW) is to maintain a transportation system that is safe for motorists, pedestrians, and bicyclists. A major component of these safety efforts is clearly visible road striping and markings especially in areas with high volumes of vehicle, bicycles, and pedestrian traffic. TPW is requesting approval of the project Specifications and a Contract in order to apply and enhance road striping and markings on intersections, crosswalks, and roads throughout the County.
Discussion:
Periodically, TPW issues a striping and markings contract to refresh and enhance pavement striping in school zones and other high-volume areas.
The project calls for thermoplastic material rather than the traditional paint and includes various County roads, signalized intersections, and crosswalks in both high-volume pedestrian and school areas.
Locations are shown on the attached Location Map.
The project was advertised in the Press Democrat and posted to the County’s Purchasing Portal from May 6 to May 28, 2021.
Electronic bids were opened on: May 28, 2021.
Base bids received were as follows:
Central Striping Services $249,598.75
Apply A Line $270,198.64
Chrisp Company $346,420.50
The Engineers Estimate was: $444,995.00.
The low bid of $249,598.75 is $195,396.25, 44% below the Engineer’s Estimate. The second bid is 8% above the low bid. The major difference between the bid and the estimate are the costs for the striping items and traffic control items.
In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsive and responsible bidder. There is not a set of plans for this project and all locations are in the project Special Provisions.
Central Striping Services is experienced in this type of work. They have been licensed since 1981 and have worked on numerous County road projects as a prime and sub-contractor.

Narrative Explanation of Fiscal Impacts:
Appropriations for this contract are included in the FY 2021-22 Roads Maintenance (11051-34010102) recommended budget. Funding for Roads Maintenance comes from multiple sources including; the State Highway Users Tax, Senate Bill 1 Road Maintenance and Rehabilitation Program, contributions from Sonoma County’s General Fund, and allocations from Measure M.
