Executive Summary:

The West County Health Centers, Inc. is a private, non-profit Federally Qualified Health Center, receiving Section 330 grant funding from the federal government to provide quality health services to the west Sonoma County community, regardless of ability to pay.  Upon discussion between the West County Health Center and the Russian River County Sanitation District, both agencies agreed to conduct monitoring over a 12-month period to determine the actual flow and wastewater loading that would be discharged to the sewer collection system. In order to facilitate the 12-month monitoring, the Health Center agrees to install a monitoring box (ability to collect flow, Biological Oxygen Demand (BOD) & Total Suspended Solids (TSS) and cover District staff cost to conduct the monitoring over a 12-month period.

 

Discussion:

The West County Health Centers, Inc. is a private, non-profit Federally Qualified Health Center, receiving Section 330 grant funding from the federal government to provide quality health services to the west Sonoma County community, regardless of ability to pay.  The  health care teams consists of physicians, mid-level providers (Family Nurse Practitioners and Physician Assistants), dentists, psychotherapists, and nurses, and are supported by medical and dental assistants, outreach workers, and administrative staff. For over 40 years, health centers have been recognized as invaluable assets within the community and have continued to serve the growing and diverse needs of the people of west Sonoma County.

 

Russian River County Sanitation District (District) and the West County Health Center (Health Center) staff met to discuss the number of Equivalent Single Family Dwelling units (ESD) assigned to the newly constructed Health Center.  The District used water usage data provided by the Health Center, and Biological Oxygen Demand (BOD) and Total suspended solids (TSS) values identified in Exhibit A to the District’s fee ordinance.  District staff estimate the number of ESDs to be discharged into the sewer collection system, from the facility, to be 7.  The Health Center believes discharge to the sewer collection system will be less than the value calculated by District staff. 

 

District staff and the Health Center have reached a proposed resolution.  Upon additional discussion, Health Center and District staff propose to conduct monitoring over a 12-month evaluation period to determine the actual flow and wastewater loading that would be discharged to the sewer collection system.  In order to facilitate the 12-month monitoring, the Health Center agreed to install a monitoring box (ability to collect wastewater for BOD & TSS) and cover District staff cost to conduct the monitoring over a 12-month period.  Based upon that data collected over the 12-month period, the District will recalculate the number of ESDs.  The District will use the data collected along with the water use data to determine the amount of ESDs the Health Center is using.

 

Under the agreement, the Health Center is responsible for paying connection and sewer service fees for the Project in accordance with existing District requirements.  In the event that the recalculated ESDs are less than 7, District agrees to credit the Health Center the difference between sewer service charges paid (based upon 7 ESDs), and the recalculated sewer service fee based on the data from the 12-month evaluation period. In the event the actual ESDs are greater than 7, the Health Center agrees to pay the District the additional sewer service fees. 

 

In addition the Health Center will pay connection fees for the Project based upon 7 ESDs.  In the event that the recalculated ESDs are less, the District would credit the Health Center the difference between connection fees paid (based upon 7 ESDs), and the recalculated ESDs, based on the data from the 12-month evaluation period. In the event the actual ESDs are greater than 7, the Health Center would pay the District the additional connection fees based upon difference between connection fees paid (7 ESDs), and the recalculated ESDs.

Narrative Explanation of Fiscal Impacts:

Budgeted amount of $26,565 is included in FY 2021/2022 appropriations for the Russian River County Sanitation District Operations Fund.  The West County Health Centers, Inc. will reimburse the District in full for monitoring services and pay sewer service fees for the Project in accordance with existing District requirements, to be deposited in the District’s Operations Fund.  Additionally, West County Health Centers, Inc. will pay standard connection fees generally applicable throughout the Russian River County Sanitation District, to be deposited in the District’s Construction Fund.
