Executive Summary:

On January 10, 2017, the Board allocated $250,000 from the County’s General Fund to complete a feasibility study for widening Arnold Drive between County Club Drive and Madrone Road in order to add a bike/pedestrian lane in each direction. The goals of the feasibility study were to establish the preliminary cost estimates and identify potential barriers to completing the project intended to enhance public safety for bicyclists, pedestrians, and motorists along Arnold Drive. The feasibility study was completed by the Department of Transportation and Public Works (TPW) consultant TY Lin in FY 2019-20 (Attachment A).

Based on the results of the feasibility study, TPW issued a Request for Proposals (RFP) in 2021 inviting qualified civil engineering firms to submit proposals for the design and engineering phase of the proposed project. After a thorough review of responsive proposals, TPW is recommending entering into an agreement with GHD Inc. to perform this design and engineering work.

 

Discussion:

TPW is requesting Board approval to enter into an agreement with a civil engineering firm for assistance in the engineering and design of a road widening project to add bicycle lanes to a two mile section of Arnold Drive between Country Club Drive and Madrone Road. 

Past improvements to Arnold Drive north and south of this segment have been made to create six-foot wide paved shoulders that function as Class 2 Bike Lanes. The improvements are designed to meet the needs of bicyclists and pedestrians with minimal impact to trees adjacent to Arnold Drive. This project would close a gap and create a continuous Class 2 Bike Lane along Arnold Drive from the intersection of Petaluma Avenue northerly through the former Sonoma Developmental Center site in Eldridge.

On March 4, 2021, a RFP for Consulting Engineering Design Services was posted and made available to consultants through the County’s electronic web portal.  The proposals were due April 2, 2021.  On April 2, 2021, proposals were received from the following firms: GHD Inc., Dokken Engineering, TYLIN International, and BKF Engineers.

Following an evaluation, GHD’s proposal was ranked the highest by the ranking panel.

Staff then entered into negotiations with GHD Inc., the highest ranked firm, and came to agreement on the scope and cost of services.

This agreement provides for the selected firm to perform all work necessary in providing engineering design services to assist the County in addressing the infrastructure as listed above. Such services generally include but are not limited to preliminary site assessments, pre-design investigations such as geotechnical and survey, engineering design, environmental documentation, right-of-way determination and acquisition, and preparation of plans, specifications and estimates. Work may also include assistance with the bid package for construction, as well assistance with bid addendums and construction requests for information.

TPW recommends approval of the proposed five-year agreement with GHD, Inc. in an amount of $540,740 plus a ten percent contingency of $54,074, for a total not to exceed amount of $594,814.

Narrative Explanation of Fiscal Impacts:

Appropriations for this project are included in the FY 2021-22 Roads Capital (11051-34010103) budget and will be included in future recommended budgets. This project is supported by grant funding from the SCTA, however TPW has elected to pay for all costs associated with this contract as part of the local match component of the grant. TPW will draw on annual allocations from the State Highway Users Tax and Senate Bill 1 Road Maintenance and Rehabilitation Program to cover these costs.
