Executive Summary:
This project is part of the on-going effort of the Board of Supervisors (Board) to invest in resilient infrastructure as identified in the County’s 2021 Five Year Strategic Plan. The Department of Transportation and Public Works (TPW) is prioritizing drainage culvert replacements within key access routes.
As the second year of this annual Culvert Replacement Program, this project will entail replacement of existing culverts and installation of new drainage facilities to preserve pavement and increase resiliency of the selected road segments.
TPW recommends award of the construction contract for the 2021 Culvert Replacement Program, C21310, to low bidder Team Ghilotti, Inc.
Discussion:
The 2021 Culvert Replacement Program, C21310, is the second iteration of the annual Culvert Replacement Program series. The 2021 project consists of structural excavation to remove and replace existing cross culverts, ditching, and slope protection. Trenches are then backfilled, paved and striped.
This project will prolong the roadways useful life by enhancing drainage and providing structurally sound road segments to better serve the public.

In compliance with procurement requirements, TPW advertised for bids including contract Plans and Specifications on the County’s Purchasing portal and opened bids on May 18, 2021.
The bids were received as follows:

The Engineer’s Estimate is $ 682,066.00. The low bid of $ 527,141.00 is $154,925.00 (22.7%) below the Engineer’s Estimate.
In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsive and responsible bidder. Team Ghilotti is experienced in performing this type of work and recently completed the 2020 Culvert Replacement Program Project (County Project Number C20302).

Narrative Explanation of Fiscal Impacts:
Appropriations for the second year of the annually recurring program will be requested as part of the Road Maintenance budget. Road Maintenance receives funding from multiple sources including allocations from the State Highway Users Tax, SB1, and contributions from the County’s General Fund.
