B)                     Award contract to low bidder Midstate Barrier, Inc., in the amount of $257,170.00, approve a 10% for construction contingency in the amount of $25,717.00, for a total amount not to exceed $282,887.00, and authorize the Chair to execute the construction contract for M32023

Executive Summary:

The Department of Transportation and Public Works Department (“Department”) requests that the Board approve plans and specifications, and award a contract to the lowest bidder, Midstate Barrier, Inc., for construction of the 2020 Glass Fire Disaster - Emergency Guardrail Replacement Project (M32023). The Project includes replacing portions of guardrail that were damaged by the September-October 2020 Glass Fire on two county roads: Los Alamos Road and St Helena Road.

 

Discussion:

The Glass Fire of September-October 2020 caused severe damage to County’s infrastructure including signs, guardrails, and culverts within the County owned, road right of way. As part of the Department’s contribution to the recovery effort, the proposed project will replace sections of guardrail damaged or destroyed by the fires. These repairs are necessary for safe public use of County roadways, and are eligible for grant reimbursement through the Federal Emergency Management Agency (FEMA) and California Department of Emergency Services (CalOES).

Using Caltrans standards, the Department’s engineering staff developed plans and specifications for the 2020 Glass Fire Disaster - Emergency Guardrail Replacement Project (M32023) from December 2020 through March 2021. The Department is recommending the Board approve these plans and specifications at this time.

The Project was advertised for bids and posted on the County Purchasing portal from April 23, 2021 thru May 18, 2021. Bids were opened May 18, 2021 @ 2:00PM, and the County received the following single responsive bid:

Midstate Barrier, Inc…………………………………………$257,170.00

The Engineer’s Estimate for the project was $261,180.00. The bid of $257,170.00 is $4,010.00 (1.5%) below the Engineer’s Estimate. The primary difference between the bid and the estimate are the costs for the Portable Changeable Message Signs. Considering the relatively small contract size and the narrow scope of work (guardrail construction only), the bid price is well within acceptable tolerances and the Department is recommending approval at this time. Midstate Barrier, Inc. has been a licensed contractor since 1988, has performed on numerous construction contracts for the County over the past 10 years, and the Department posted a Notice of Intent to Award to Midstate Barrier, Inc. on May 24, 2021.

On 10/02/2020 the Board ratified the proclamation of local emergency for the Glass Fire.

Narrative Explanation of Fiscal Impacts:

Appropriations for the 2020 Glass Fire Disaster - Emergency Guardrail Replacement Project were included in the FY 2021-22 Road Maintenance (11051-34010102) recommended budget. The project is eligible for reimbursement through grants from the FEMA (75%) and CalOES (18.75%). The remaining 6.75% of project costs will be funded with County allocations from HUTA and SB1.
