Adopt a Resolution of local support authorizing the Director of Transportation and Public Works to file a funding application with the Metropolitan Transportation Commission for the Mark West Springs Road Improvements Project and committing matching funds for the project. (Fourth District)

Executive Summary:

The Department of Transportation and Public Works is requesting grant funding totaling $1,930,000, matched with $355,000 in local funds, through a Safe & Seamless Mobility Quick Strike Program (Quick Strike Program) application to improve the County’s transportation infrastructure. The project will construct curb, gutter and sidewalk along Mark West Springs Road.

This item also commits the County to provide the necessary local matching funds and provides assurances that the County will complete the project.

 

Discussion:

The Sonoma County Transportation Authority solicited projects on January 22, 2021 for federal funding made available from the Metropolitan Transportation Commission through the Safe & Seamless Mobility Quick Strike Program. The Program offers regional, competitive grants to fund projects that can be implemented quickly to benefit communities. The program emphasizes bicycle/pedestrian safety and mobility, transit and transit access improvements, connected mobility, advancing equitable mobility, or other near-term strategies to advance transit recovery and connected mobility.

The County is requesting $1,930,000 in funding to construct curb, gutter and sidewalk on Mark West Springs Road between Old Redwood Highway and Ursuline Road to provide a safe route to school for children and enhance pedestrian access to local businesses in the Mark West/Wikiup neighborhoods. The neighborhoods surrounding the project location are very close to being rebuilt after being destroyed during the 2017 Tubbs fires. The project will provide a direct safe route to school to the John B. Reibli Elementary School and Redwood Adventist Academy that serves the area. The project may also improve routes to Cardinal Newman High School and Roseland Collegiate Prep. There is a local match requirement, totaling $355,000, to match the $1,930,000 in federal funds for the project, for a total project cost of $2,285,000. Funding for the local match will come from PG&E Settlement Funds, as part of the Tier 1 Plus list of projects.

Narrative Explanation of Fiscal Impacts:

Total project costs are estimated at $2,285,000. Of this amount the Quick Strike Program grant will fund $1,930,000, and the local match will be $355,000. Appropriations for the local match are available within the FY 2021-22 recommended Roads Capital Improvement budget to support this cost. Funding for the project will be sourced from the Tier 1 Plus funds as part of the PG&E settlement, and appropriations for revenue were also included in the FY 2021-22 Roads Capital recommended budget.
