Executive Summary:
The Department of Transportation and Public Works (TPW) requests the Board approve the First Amendment to the design contract with TRC Engineers for replacement of Franz Valley School Road Bridge over Franz Creek. The proposed amendment extends the contract term to December 31, 2027 and will add design services for bridge alignment alternatives based on public feedback, retaining wall surveying and design, and a storm water treatment design.
Discussion:
The existing two-lane bridge on Franz Valley School Road over Franz Creek (Bridge Number 20C0326) has been found to be scour critical, requiring replacement. Scour critical is a technical term, referring to the erosion of soil around the bridge foundation caused by the flowing water in the creek. Over time, the erosion will weaken the foundation of the existing bridge. The Franz Valley School Road Bridge Replacement project will include improvements to the roadway approaches and pertinent facilities. The new bridge will comply with current roadway, drainage and bridge standards which include the ability to allow passage of a 100-year rain storm event. The project is receiving federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans.
The Board approved the original design contract with TRC Engineers Inc. on October 24, 2017 for an amount not to exceed $630,178 and expires on December 31, 2022. Based on public feedback regarding the project, several additional bridge alignment alternatives were considered. Alignment studies revealed the need for the design of a retaining wall and embankment which will require additional surveying. In addition, a Low Impact Development storm water treatment design is needed to meet new environmental requirements.
In order to allow for TRC Engineers to provide the design related services described above, the Department of Transportation and Public Works recommends that the Board approve the First Amendment to the design contract, increasing the contract amount by $89,819 for a new not-to-exceed amount of $719,997 and extending the contract term to end December 31, 2027.
The impact of not authorizing this amendment would mean that the project could not be completed and no bridge replacement would be possible. The existing bridge would remain at risk of failure. Project cancellation would also require repayment of all federal funds disbursed to date.

Narrative Explanation of Fiscal Impacts:
Expenses for the Franz Valley bridge project were programmed into the FY 2021-22 Roads Capital (11051-34010101) recommended budget. Ongoing costs will be included in future fiscal year budget requests. Bridge replacement projects are typically reimbursed through the federal Highway Bridge Program, and TPW has applied for 100% reimbursement of the costs associated with this proposed amendment. There is a potential risk that the funding will be denied however, TPW believes the reimbursement request will ultimately be approved. In the event the request is denied TPW will draw on other funding sources such as allocations from SB1 and/or HUTA.
