Executive Summary:
The Department of Transportation and Public Works (TPW), Transit Division, is requesting adoption of a Resolution for the SB1 State of Good Repair Project List for Fiscal Year 2022, which is required annually to obtain SB1 State Transit Assistance State of Good Repair funds provided by the California Department of Transportation, Division of Rail and Mass Transportation. Using SGR funding allocated for FY 2022, the project will assist with the replacement of compressed natural gas (CNG)-fueled buses with new battery-electric buses.
Discussion:
The Road Repair and Accountability Act of 2017, approved by California State Legislature as Senate Bill 1 (SB1), provides new transportation funding over the next decade to repair highways, bridges and local roads and improve transit service. SB1 also provides approximately $105 million annually to transit operators in California for eligible transit maintenance, rehabilitation and capital projects. Sonoma County Transit’s estimated share of these funds for FY 2022, which is referred to as the SB1 State of Good Repair Grant Program, is $35,676.
The SB1 State of Good Repair Grant Program, which is administered by the California Department of Transportation, Division of Rail and Mass Transportation (Caltrans), is funded from a portion of a new Transportation Improvement Fee on vehicle registrations beginning in 2018. Sonoma County Transit is submitting an application to Caltrans requesting $35,676 in FY 2022 State of Good Repair Grant Program funding to assist with the replacement of three (3) CNG-fueled buses with new battery-electric buses for Sonoma County Transit’s fixed-route fleet. State of Good Repair funding will be combined with State Low Carbon Transit Operations Program funding, Federal Transit Administration formula funding, and local Transportation Development Act funding for this bus acquisition project.
Prior to receiving an allocation of SB1 State of Good Repair Grant Program funding, Sonoma County Transit must annually submit a Board Resolution to Caltrans approving an annual list of projects for which SB1 State of Good Repair funding will be used. Authorized Agent and Grant Assurances forms were submitted to Caltrans with Sonoma County Transit’s FY 2018 application, which were one-time submittals through the end of the State of Good Repair funding program

Narrative Explanation of Fiscal Impacts:
This project will be funded with SB1 State Transit Assistance State of Good Repair grant program funding. There are sufficient appropriations included in the FY 2021-22 recommended Transit budget to support this anticipated revenue and its intended expenditures.
