A) Authorize the Sonoma County Water Agency General Manager to execute an Agreement for a Temporary Construction Easement for the negotiated settlement amount of $2,500 with a property owner for the Russian River County Sanitation District Sanitary Sewer Main Repair Between Manholes M31-4 and M36-14 Project, in substantially the form provided to the Board.
B) Authorize the Sonoma County Water Agency General Manager to execute all documents and take such actions as may be required to complete the transactions and fulfill the obligations of the Russian River County Sanitation District under the Purchase Agreement, through close of escrow.
C) Authorize the Sonoma County Auditor-Controller-Treasurer-Tax Collector to issue and honor warrants for payment of negotiated settlement values in the amounts set forth under the agreements.

Executive Summary:
Approval of this item will allow Sonoma County Water Agency (Sonoma Water) staff to secure a Temporary Construction Easement and to take such actions as shall be required to excavate, remove, and replace a failing Russian River County Sanitation District 15-inch sewer main serving Guerneville and communities upstream.
Discussion:
Sonoma Water manages and operates eight sanitation districts and zones in Sonoma County under contract, including the Russian River County Sanitation District (District).
Approximately 60 linear feet of an existing sewer main collection pipe located in a permanent easement on private property has cracked and partially collapsed. The site of the cracked and partially collapsed pipe is located at 16451 River Road (Highway 116) in the unincorporated community of Guerneville, California, approximately 15 miles northwest of Santa Rosa in central Sonoma County. A project to replace the damaged section of pipe from approximately 9 feet upstream of M36-14 to approximately 69 feet upstream of M36-14 is planned for construction later this year (the “Project”). The pipe to be replaced is 15-inches in diameter, at a depth of approximately 20 feet below the ground surface. The additional Temporary Construction Easement to enable the use of adjacent lands during construction is needed for the work and activities associated with the Project, materials and equipment handling and safety.
