A)                     Authorize the Director of Human Services Department (HSD) to accept funding from CDA totaling $2,773,610 that will be allocated for services to older adults under the Older Americans Act.

B)                     Adopt a resolution authorizing the Director of the Human Services Department to execute the Sonoma County Area Agency on Aging Area Plan Standard Agreement #AP-2122-27 with CDA for FY 2021-22 and execute future Standard Agreement amendments to adjust for revenue levels based on future changes to funding.

Executive Summary:

Annually HSD requests that the Board of Supervisors delegate authority to the Director of the Human Services Department to execute agreements with CDA. For Fiscal Year (FY) 2021-22, HSD requests that the Board of Supervisors adopt a resolution authorizing the Director of the Human Services Department to sign the Area Agency on Aging Area Plan Standard Agreement # AP-2021-27 in the amount of $2,773,610 with the CDA. The revenue is used to contract with nonprofit agencies to provide older adult services in Sonoma County.

 

Discussion:

The Sonoma County Area Agency on Aging (AAA) is responsible for planning, developing policy,  and advocating for the needs of older adults, adults with disabilities, and their caregivers throughout Sonoma County. CDA is authorized to distribute federal funds of the Older Americans Act to local AAAs to fund services to assist older adults and adults with disabilities to remain safely in their own homes for as long as possible.

 

The AAA allocates Older Americans Act funds to local non-profit agencies to provide services for older adults, adults with disabilities and their caregivers throughout Sonoma County including; nutrition programs (congregate lunch programs and home-delivered meals), supportive services programs (adult day care, case management, legal services, and transportation), health promotion, family caregiver services (respite, assessment, and caregiver support groups), and Ombudsman and elder abuse prevention.  These services help to ensure that older adults, adults with disabilities, and caregivers are safe, healthy, and well cared for throughout our community.

 

The Area Agency on Aging released a competitive Request for Proposals for older adult and caregiver support programs for a 3-year term for fiscal years 2021-2022 through 2023-2024. All successful proposers are in the process of entering into contracts beginning 7/1/21 and will be renewed annually through 6/30/24.  Based on anticipated per contract award amounts, all provider contracts funded by this Standard Agreement allocation will be executed by the Director of Human Services in accordance with the County’s delegated signature authority for Department Heads.
