Authorize Sonoma County Water Agency’s General Manager and Transportation and Public Works Department Head to execute an agreement to enter into and receive funds under agreements for the adjustment of Sonoma Valley County Sanitation District and Airport-Larkfield-Wikiup Sanitation Zone utilities being performed by Transportation and Public Works Department through June 30, 2021, in the not-to-exceed amount of $37,853. (First and Fourth Districts).

Executive Summary:

The County of Sonoma Department of Transportation and Public Works (“County”) and Sonoma County Water Agency and Sonoma Valley County Sanitation District (collectively “Sonoma Water”) routinely collaborate on various utility relocation and infrastructure maintenance and improvement projects. County and Sonoma Water seek to improve efficiency in combining projects to reduce costs and impact to the public. To that end, County and Sonoma Water request authorization to enter the subject agreement.

HISTORY OF ITEM/BACKGROUND

 

Sonoma County's Pavement Preservation Program is an ongoing effort to improve the quality of Sonoma County roads by administering large-scale pavement treatment projects. County uses a long-term, network-level management approach designed to utilize limited funding as efficiently as possible.

 

In an effort to minimize impact to the public, the Sonoma Water facilities that have been identified as in need of replacement, were included in the bid packages for various County projects. Sonoma Water understands that County will award the contracts to the lowest responsible bidders. County will take the lead in this process and is requesting funding from Sonoma Water for their respective portions of the costs.

 

County and Sonoma Water routinely collaborate on various utility relocation and infrastructure maintenance and improvement projects.

 

SERVICES TO BE PERFORMED

Under the proposed agreements, County will adjust multiple manholes in unincorporated Sonoma Valley and unincorporated Sonoma County (Larkfield-Wikiup area) as part of County’s 2020 Pavement Preservation Program projects in these areas.  Sonoma Water will reimburse the County for costs of the adjustment services.

 

The cost of services under the agreement between Sonoma Water and County will not exceed $37,853; the term end date is June 30, 2021.

 

Prior Board Actions:

12/17/2019:                     Approved agreement between Sonoma Valley County Sanitation District and County for utility adjustments.  Cost $67,000; term end June 30, 2020.

12/17/2019:                      Approved agreement between South Park County Sanitation District and County for utility adjustments.  Cost $2,000; term end June 30, 2020.

Narrative Explanation of Fiscal Impacts:

Budgeted amount of $25,692 is available from FY 2020/2021 appropriations for the Sonoma Valley County Sanitation District Operations fund. No additional appropriation is required.

 

Budgeted amount of $12,161 is available from FY 2020/2021 appropriations for the Airport-Larkfield-Wikiup Sanitation Zone Operations fund. No additional appropriation is required.
