A)                     Adopt the budget resolution authorizing the Director of the Human Services Department to modify the Fiscal Year (FY) 2020-2021 Budget to increase both appropriations and associated funding revenues in the amount of $159,102 to reflect new funding from the California Department of Aging for service providers contracted by the Area Agency on Aging effective 05/18/2021.

B)                     Authorize the Director of the Human Services Department to execute amendments increasing FY2020-2021 funding for contracts with Council on Aging, North Coast Opportunities, Petaluma People Services Center, and Senior Advocacy Services.

Executive Summary:

The Human Services Department (HSD), Adult and Aging Division, requests approval to amend existing contracts with Council on Aging, North Coast Opportunities, Petaluma People Services Center, and Senior Advocacy Services by allocating federal funding increases received by the California Department of Aging (CDA) in order to provide additional services to older adults in Sonoma County.

 

Discussion:

The Sonoma County Area Agency on Aging (AAA) is responsible for planning, developing policy and advocating for the needs of older adults, adults with disabilities, and their caregivers throughout Sonoma County. The CDA is authorized to distribute federal funds of the Older Americans Act to local AAAs to fund services to assist older adults and adults with disabilities to remain safely in their own homes for as long as possible.

 

The CDA issues Area Plan Standard Agreement Amendments each year to allocate unanticipated federal revenue as One-Time-Only (OTO) funding to be spent within the current fiscal year, as well as allocate increases or decreases to on-going baseline funding that will then continue into future fiscal years. The CDA Area Plan Standard Agreement Amendment One (1) increased funding by $159,102. Permission for the Director of the Human Services Department to amend and execute future Standard Agreement amendments to adjust for future revenue levels based on changes to funding was granted by the Board of Supervisors on 6/9/2020. The AAA contracts with local service providers and allocates CDA funding through a competitive Request for Proposal (RFP) process.

The Human Services Department is requesting the Board of Supervisors to authorize the Director of the Human Services Department to execute contract amendments with four local service providers referenced in this board item:

 

1)  Council on Aging for Nutrition programs: Increase the current $1,407,983 contract by $26,400 for a total not to exceed $1,434,383.

2)  North Coast Opportunities for Caregiver and Health Promotion programs: Increase the current $221,162 contract by $47,502 for a total not to exceed $268,664.

3)  Petaluma People Services Center for Nutrition programs: Increase the current $393,948 contract by $7,495 for a total not to exceed $401,443.

4)  Senior Advocacy Services for Elder Abuse Prevention and Ombudsman programs: Increase the current $800,744 contract by $25,642 for a total not to exceed $826,386.

 

The remaining OTO funding and baseline increases in the amount of $52,063 will be allocated to local service providers and to the Human Services Information & Assistance program whose total amounts do not require Board of Supervisors approval due to the value of the contracts. These contracts are with: Alzheimer’s Association, Legal Aid, Sebastopol Area Senior Center, and West County Community Services. Please refer to Attachment #1 for the breakdown of this increase per service provider and program.

 

Caregiver Support:

Caregiver support resources assist family and informal caregivers to care for their loved ones at home for as long as possible. Sonoma County’s Family Caregiver Support Program provides funding for assistance to caregivers in gaining access to services through caregiver assessments, organization and provision of caregiver support groups, and respite care.

 

Elder Abuse Prevention:

Provides education and training to develop, strengthen, and carry out investigation of and response to elder abuse, neglect and exploitation, including financial exploitation of older adults 60+ years of age.

 

Health Promotion:

Health promotion activities promote healthy aging across a variety of areas. Evidence-based programs involving activities such as fall prevention, physical fitness, and support groups to assist older individuals to improve or maintain physical health and secure necessary medical, preventive health, or health maintenance services are included in this program.

 

Nutrition Programs - Home Delivered Meals and Senior Lunches at Congregate Sites:

The home delivered meals program is designed to increase the nutrient intake of homebound or isolated adults 60+ who may have become homebound due to increasing age and/or short-term or long-term health problems. The program provides nutritional support through the delivery of one meal per day to assist in maintaining health, independence and ability to remain at home.

 

The senior lunch programs (congregate meals) provide a nutritionally balanced meal and social contact to increase the motivation for self-care for adults 60+ who may often eat poorly on their own and may become lonely and depressed in isolation.

 

Ombudsman Program:

The Ombudsman Program provides services to protect the health, safety, welfare, and rights of individuals who are residents of long-term care facilities (i.e. nursing, skilled nursing, residential care facilities for the elderly, and other similar adult care homes) by investigating and resolving complaints made by or on behalf of long-term care facility residents.

There is no General Fund impact. The total additional appropriation from the California Department of Aging (CDA) in the amount of $159,102 will be split between Council on Aging ($26,400), North Coast Opportunities ($47,502), Petaluma People Services Center ($7,495), Senior Advocacy Services ($25,642), and one-time-only funding and baseline increases for local service providers ($52,063) for FY 2020-2021.
