Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting the Board approve and authorize the Chair to execute a Cooperative Funding Agreement with the Sonoma County Transportation Authority (SCTA).  If approved, the Agreement will provide $750,000 for project scoping, permitting, right-of-way acquisition, and construction of capital improvements at the intersection of Main Street and Adobe Road in Penngrove. The Agreement is funded by development fees collected by the City of Rohnert Park, which are earmarked for their University District Regional Traffic Mitigation Program.  Under a separate agreement, the City of Rohnert Park has contracted with SCTA to administer these funds.

In addition to the $750,000 provided by this Agreement, SCTA has committed an additional $750,000 of Measure M funds for the construction phase of this project. A separate agreement will be brought to the Board at a future date to secure this funding. TPW has agreed to manage the design and construction of this project and is committed to providing up to an additional $320,000 of financing during the construction phase. If necessary, the County’s share would come from their annual SB1 allocation in FY 2022-23 and bring the total project cost to $1,820,000.

 

Discussion:

The proposed cooperative agreement with SCTA provides $750,000 towards relieving congestion and improving traffic flow at the intersection of Main Street and Adobe Road the unincorporated community of Penngrove.  In its current configuration, the Main Street leg of the intersection does not have a dedicated left turn lane onto westbound Adobe Road.  As a result, left turning vehicles on Main Street force northbound traffic to queue for a break in southbound Petaluma Hill Road traffic. Widening the Main Street leg of this intersection to include a left turn lane will improve the flow of northbound traffic as well as improve bicycle and pedestrian safety.

In July 2000, the City of Rohnert Park adopted a General Plan, which recognized traffic congestion problems in the community of Penngrove and committed the City to work with SCTA to implement a regional transportation mitigation program. In 2007, the City of Rohnert Park annexed almost 300 acres (known as The University District) directly north of Sonoma State University and adjacent to the City’s existing eastern border. As part of the annexation plan, the City approved a Development Agreement including a $3,500 regional traffic mitigation fee for each market rate residential building permit issued in the University District. In 2007, the City also entered into an agreement with SCTA to administer the funds collected through this program. The City of Rohnert Park began issuing market rate residential building permits in the University District in 2016 with fees remitted to SCTA used to fund the agreement proposed in this Board Item.

In addition to the above outlined funding mechanism, Sonoma County’s General Plan commits the County to working with Rohnert Park, Cotati, Santa Rosa, and Petaluma to identify traffic calming and capacity improvement measures in the Penngrove area. As a result of this collaboration, the following projects were identified:

                     Highway 101 southbound on ramp at Railroad Avenue;

                     Widening of Railroad Avenue and Petaluma Hill Road to 3 lanes where necessary;

                     Traffic calming improvements on Main Street, Adobe Road east of Davis Lane and Petaluma Hill Road south of Formschlag Lane;

                     Widening of Old Redwood Highway to 4 lanes; and

                     Realignment of Petaluma Hill Road at Railroad Avenue.

Beginning in 2018, SCTA convened a working group comprised of representatives from Rohnert Park, Cotati, Penngrove, and the Sonoma County to evaluate project proposals based on the original policy intent of both Sonoma County and Rohnert Park and criteria approved by SCTA’s Board of Directors. After completion of this evaluation process, the improvements at the intersection of Main Street and Adobe Road in Penngrove were recommended for funding and construction. The $750,000 Agreement proposed in this Board Item will provide initial funding for project scoping ($50,000), permitting ($100,000), right-of-way acquisition ($100,000), design ($150,000), and construction ($350,000) for this project.

In addition, SCTA has committed an additional $750,000 of Measure M funds for the construction phase of this project, and a separate agreement will be brought to the Board at a future date to secure this funding. TPW has agreed to manage the design and construction of this project and is committed to providing an additional $320,000 of County financing for the construction phase. The total estimated project cost to $1,820,000.

Narrative Explanation of Fiscal Impacts:

$400,000 of revenue and expense appropriations will be added to the Roads Capital (11051-34010103) budget in FY 2021-22 from funding provided by this Agreement during Q1 2021-22 Consolidated Budget Adjustments. In addition, $350,000 of revenue and expenses will be programmed into the Roads Capital budget for FY 2022-23 from this Agreement. There is no County match associated with this agreement and the net impact on the Roads Division budget will be net zero over the next two fiscal years.
