B)                     Adopt a resolution authorizing the Director of Regional Parks to apply for State Parks Per Capita Grant Program funds in the allocated amount of $814,650 and to execute all documents that may be necessary to carry out and administer the grant.

Executive Summary:

Authorize application for Proposition 68 allocated grant funds totaling $1,754,899 from State Parks.  Regional Parks recommends requesting funding for parks capital projects in each of the five supervisorial districts. This includes $925,899 in Recreational Infrastructure Revenue Enhancement Program funds for Maxwell Farms Redevelopment, and Per Capita funds including $203,663 for Tolay Gathering Area, $203,663 for Taylor Mountain Cooper Creek Phase 1, $203,662 for Healdsburg Veterans Memorial Beach Redevelopment, and $203,662 for Guerneville River Park Phases 2 and 3. These allocated funds will complete distinct capital projects, improving five Regional Parks, and constructing the improvements desired by the surrounding communities. This funding will supplement existing significant projects that are Board priorities.

 

Discussion:

Proposition 68, the Parks, Environment, and Water Bond Act of 2018 created multiple funding opportunities for Regional Parks. Two grant programs addressing one-time allocated grant funds include the Recreational Infrastructure Revenue Enhancement Program (RIRE) program and Per Capita program. These programs best suit current projects on existing county parkland. A resolution allowing application for grant funding is needed for each program. Grant requests must be submitted by the end of this calendar year for parks capital projects that will be constructed by December 2023.

 

Allocated funds through the RIRE program were made available to local governmental agencies that passed a parks funding measure between November 1, 2012 through November 30, 2018. Sonoma County is eligible by passing the Parks for All Measure M November 6, 2018. Based on population, State Parks determined Sonoma County is eligible to receive $925,899 in RIRE funding. This must be spent on capital outlay for park recreational infrastructure projects within Sonoma County. The program further requires that grantees have land tenure over the project site, such as ownership or a 30-year lease agreement. There is no match requirement for this program. Projects must be complete by December 2023.

 

Regional Parks recommends applying for RIRE funding to construct the first phase of the Maxwell Farms Redevelopment project. This park is owned by the County, meeting the land tenure requirement. And while no matching funds are required, this RIRE funding would leverage the $250,000 Ag + Open Space District Matching Grant, the $573,621 State Housing and Community Development grant funding, $1.9 million in Parks Measure M Category 2 funding, $140,000 in Sonoma County Regional Parks Foundation funding and other partner funding. This would make funding available for ballfield improvement, adding restroom/concession building, improving parking and vehicle access, constructing trails, and protecting and restoring Sonoma Creek habitat. While more than $4 million will be needed in the future to complete the improvements described in the 2019 Master Plan update, the RIRE funding provides the funding needed to complete a meaningful first phase of construction. This project is located in District 1.

 

The Per Capita Program funds local park rehabilitation, creation, and improvements. State Parks allocates $814,650 to Sonoma County based on population. Regional Parks recommends applying for funding for projects in each of the Districts 2 through 5. Funding already identified for each of the projects will contribute more than the 20% in matching funding required by the grant program.

 

In District 2, Regional Parks recommends applying for the Tolay Gathering Area. This is a collaborative project with Federated Indians of Graton Rancheria, and part of our co-management efforts. This project will create the space for programming and outdoor education with a presentation and performance space. This includes a covered stage, formal seating encircled by informal seating in an amphitheater setting. This project will remove barriers and construct accessible paths of travel from the existing parking and restroom area. The $203,663 in Per Capita funding will leverage a $398,850 Natural Resources Agency grant, $200,000 in Parks Measure M Category 2 funding, $50,000 in Area 5 Park Mitigation Fees, and $80,000 in funding from Sonoma County Regional Parks Foundation. The Per Capita funding provides the funding needed to complete the first phase of construction for this project.

 

The Taylor Mountain - Cooper Creek Phase 1 is Regional Parks’ recommend project for District 3.  The Cooper Creek acquisition was completed in 2020, adding 54 acres to Taylor Mountain Regional Park and Open Space Preserve. A $742,000 Ag + Open Space District Matching Grant contributed to completing this $1.35 million acquisition. This project is the next step in creating public access and includes community engagement, resource studies, and design and construction for trails and related amenities. The $203,663 in Per Capita funding will leverage $125,000 in Area 4 Park Mitigation Fees and will complete this capital project.

 

The Healdsburg Veterans Memorial Beach Redevelopment is the recommended project for District 4. This project will enhance the aging facilities that support Russian River access, expand uses, and improve opportunities for paddle craft launch and take out. Additionally, this project will enhance environmental protection addressing septic systems, provide additional public restrooms, and evaluate in-stream opportunities that enhance conditions and passage for fish populations while also expanding aquatic recreation. The $203,662 in Per Capita funding will leverage $25,000 in Parks Measure M - Category 3 funding, $140,000 in Area 2 Park Mitigation Fees, $25,000 contribution from the City of Healdsburg, and $25,000 in Major Maintenance funding.  This Per Capita funding will contribute to the first phase of this project.

 

Guerneville River Park Phases 2 and 3 is the recommended project for District 5. This project includes constructing and entry driveway on the east side of Highway 116, parking, boat turn around, boat launch ramp/portage, trails, and picnic area. This project will activate the undeveloped portion of Guerneville River Park with new recreation uses. The $203,662 in Per Capita funding will leverage $650,058 in Division of Boating and Waterways grant funding, $368,000 Ag + Open Space District Matching Grant, $186,000 in Area 3 Park Mitigation fees, $150,000 in Parks Measure M Category 3 funding, and $15,000 in Major Maintenance funds. This Per Capita funding will complete this capital project.

 

Prior Board Actions:

September 1, 2020 received the County of Sonoma Capital Project Plan 2020-2025, including subject Maxwell Farms Redevelopment, Tolay Gathering Area, Taylor Mountain Cooper Creek Phase 1, Healdsburg Veterans Memorial Beach Redevelopment, and Guerneville River Park projects.

This $1,754,899 in funding includes State Parks allocated RIRE and Per Capita grant funding. Funding is included in the FY 21-22 capital project budget, identifying $925,899 for Maxwell Farms Redevelopment, $203,663 for Tolay Gathering Area, $203,663 for Taylor Mountain Cooper Creek Phase 1, $203,662 for Healdsburg Veterans Memorial Beach Redevelopment, and $203,662 for Guerneville River Park Phases 2 and 3.
