A) Adopt a Resolution agreeing to comply with all conditions and requirements set forth in the Certification and Assurances document and applicable statutes, regulations and guidelines for the Low-Carbon Transit Operations Program, and authorizing application for FY 2020-21 Low-Carbon Transit Operations Program funding in the amount of $310,756 for the purchase of two 35-foot electric-powered buses.
B) Authorize the Director of Transportation and Public Works to execute all required actions and documents, including any amendments thereto, with Caltrans as required for FY 2020-21 Low-Carbon Transit Operations Program funding.
C) Authorize the Chair to execute the Authorized Agent Form required under the Low-Carbon Transit Operations Program.

Executive Summary:
The Transportation and Public Works Department, Transit Division, is requesting that the Board authorize the County to obtain FY 2020-21 funding from the Low-Carbon Transit Operations Program administered by the California Department of Transportation (Caltrans) to purchase two 35-foot electric buses for Sonoma County Transit’s fixed-route bus fleet. The purchase of additional zero-emission electric vehicles for the fixed-route bus fleet will reduce air pollution and help attain the County’s greenhouse gas reduction goals.
Discussion:
The Low Carbon Transit Operations Program (LCTOP) is a State Cap and Trade funding program that was established by the State Legislature in 2014. The LCTOP was created to provide operating and capital assistance for transit agencies in an effort to reduce greenhouse gas emissions and improve mobility. LCTOP funding is allocated annually to transit operators based on a formula distribution. Before the State can authorize disbursement of LCTOP funding, Board approval of the requested actions is required.
Sonoma County Transit will be allocated $310,756 in Low-Carbon Transit Operations Program funding for FY 2020-21. The LCTOP funding requested will assist with the purchase of Sonoma County Transit’s seventh and eighth electric-powered buses. This project, which will also include Federal Transit Administration (FTA) and State Transportation Development Act (TDA) funding, will replace two compressed natural gas-fueled buses in Sonoma County Transit’s fleet with two zero-emission electric-powered buses.
Sonoma County Transit currently has a fleet of three 30-foot electric-powered buses that were purchased with previous LCTOP funding and are being deployed on local routes in the cities of Sebastopol, Rohnert Park and Cotati. Three additional electric buses will be purchased with LCTOP funding allocated in FY 2018-19 and FY 2019-20 and will also be deployed on Sonoma County Transit’s local routes serving the cities of Windsor and Sonoma.
While Sonoma County Transit’s 30-foot electric-powered buses are deployed on local routes, the two 35-foot electric buses to be purchased with FY 2020-21 LCTOP funding will be utilized on intercity routes serving the cities of Santa Rosa, Rohnert Park, Cotati and Petaluma. The installation of an electric charging station at the routes terminus in Petaluma with other funding will provide en-route electric charging necessary to extend the vehicle range for intercity service.

Narrative Explanation of Fiscal Impacts:
The bus purchases have been requested in the FY22 budget. Funding sources will consistent of FTA $1,156,315, TDA $507,929, and LCTOP $310,756.
