Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting the Board of Supervisors authorize the Chair to execute a Right of Way Contract - Public Highway, for the purchase of a permanent road easement and a temporary construction easement. The easements are required for completion of a pedestrian hybrid beacon system across Old Redwood Highway at the intersection with Lark Center Drive. In addition to the pedestrian beacon, the project will also install and improve curb ramps that are not currently ADA compliant at this location. In order to complete the planned work, the County needs both temporary and permanent easements on the north side of Old Redwood Highway.

The project is part of TPW’s ongoing efforts to improve pedestrian safety throughout Sonoma County. Project construction on Old Redwood Highway is scheduled to begin in spring of 2022 and right of way must be acquired from the owner prior to construction. The right of way contract proposed in this board item has been agreed to by the owners, Jayne R. Slayton, Successor Trustee and R.L.D., Inc., a California Corporation (APN: 058-192-014).

 

Discussion:

TPW is currently in the design phase for the installation of a pedestrian hybrid beacon system at the intersection of Old Redwood Highway and Lark Center Drive. In addition to the beacon system, the project will make ADA improvements to curb ramps at the intersection. Together these improvements will enhance public safety and increase accessibility for County residents. In order to move forward with this project the County needs to procure the following easements on the northern side of Old Redwood Highway:

 

1.                     A permanent road easement over an area of approximately 1,946 square feet.

2.                     A temporary construction easement, comprised of approximately 1,506 square feet.

 

The property for both easements is owned by Jayne R. Slayton, Successor Trustee, and R.L.D., Inc., who have signed a Right of Way Contract including one (1) Grant Deed for a permanent road easement, and one (1) Temporary Construction Easement Deed. These easements convey rights to Sonoma County, allowing rights of permanent access and construction of permanent improvements and additional temporary work area for pedestrian improvements construction.

Narrative Explanation of Fiscal Impacts:

Appropriations are budgeted in the FY 2020-21 Roads Capital adopted budget (11051-34010103). Sources of funding for this phase of the project include allocations from the State Highway Users Tax (HUTA) and the Road Maintenance and Rehabilitation Act (SB1). Future phases of the project will include 50% matching funds from Measure M.
