A)                     Adopt a resolution accepting the Community Services Infrastructure Grant Program award of $2,266,191 from the California Health Facilities Financing Authority for a pre-trial jail diversion program, for individuals with mental illness, and authorizing the Department of Health Services Director to execute the amended grant agreement.

B)                     Authorize the Director of Health Services and the Executive Director of the Sonoma County Community Development Commission, or designees, to execute a memorandum of understanding whereby the Sonoma County Community Development Commission will purchase, hold title, and manage a facility for use by the Department of Health Services jail diversion program.

C)                     Adopt a budget resolution authorizing budgetary adjustments to the fiscal year 2020-2021 adopted budget to reflect additional revenues and expenditures related to the Community Services Infrastructure Grant Program in the Amount of $2,266,191 within the Sonoma County Community Development Commission and Department of Health Services.

Executive Summary:

On July 25, 2019, the Department of Health Services was awarded a Community Services Infrastructure Grant Program award of $2,266,191 from the California Health Facilities Financing Authority (CHFFA) to fund the purchase of a facility to support a pre-trial jail diversion program, for individuals with mental illness. The facility will function as transitional housing for clients served by currently operating service programs.

The overarching goal of the pre-trial diversion program is to divert program participants from incarceration. Grant funding will allow the Department to expand access to community mental health, substance use disorder services, and trauma treatment as an alternative to incarceration by developing facility space for both housing and service delivery to individuals who are being diverted to the community from the County jail.

The original CHFFA grant was approved by the Board on April 14, 2020. The Department has negotiated with CHFFA to issue a new grant agreement that enables Health Services to take advantage of its integration with the Community Development Commission (CDC). This item requests approval to execute an amended grant agreement with CHFFA and a memorandum of understanding between Health Services and CDC that will allow CDC to purchase and hold title to the property procured through the CHFFA grant.

This item includes a request to approve a budgetary adjustment to the fiscal year 2020-2021 adopted budget to reflect additional revenues and expenditures related to the Community Services Infrastructure Grant Program in the Amount of $2,266,191 within the Sonoma County Community Development Commission and Department of Health Services.

 

Discussion:

Senate Bill 843 (2016) established a competitive grant program to disburse funds for the purpose of creating and expanding community alternatives to incarceration. The Community Services Infrastructure Grant Program intends to expand access to jail and prison diversion programs and services; create or expand mental health treatment facilities, substance use disorder treatment facilities, and trauma-centered service facilities in local communities; and reduce the need of mental health treatment, substance use disorder treatment, and trauma-centered services in jails and prisons. Community Services Infrastructure grants are disbursed by the California Health Facilities Financing Authority to California counties to support acquiring and expanding facilities.

The Department of Health Services submitted a grant application to California Health Facilities Financing Authority for Community Services Infrastructure Grant Program first round funding. Eight California counties were approved for funding on July 25, 2019, including an award of $2,266,191 to the County of Sonoma. On April 14, 2020 the Board approved the CHFFA Community Services Infrastructure grant. Subsequently the Department negotiated with CHFFA to issue a new grant agreement that enables Health Services to take advantage of its integration with CDC. This item requests approval to execute a new grant agreement with CHFFA and a memorandum of understanding between Health Services and CDC that will allow CDC to purchase and hold title to the property procured through the CHFFA grant.

Health Services has transitioned to provide oversight, on an interim basis, of CDC. The revised grant agreement clarifies that Health Services and CDC will work together in a manner that allows the project to benefit from CDC expertise in the areas of identifying, purchasing and managing property, while Health Services provides the programming and client services to jail diversion transitional housing.

The $2.27 million Community Services Infrastructure grant funding will provide for the purchase a facility that will include space for six transitional housing beds to support jail diversion services for both misdemeanants and felons in the criminal justice system who are facing mental health and substance use disorder challenges. The facility will include the capacity for services providers to work with clients on the site, to support their transition to permanent supportive housing. The facility will allow the Department to provide transitional housing while offering behavioral health services necessary for success. Once a property is identified, the Department of Health Services and CDC will engage in community outreach prior to the acquisition of the property.

The Department is working to identify suitable properties to purchase utilizing grant funds. Grant funding is sufficient to purchase and renovate, if necessary, a facility that will satisfy grant requirements. The Department of State Hospital Grant will provide funding to support maintenance temporarily, new funds must be found to continue to provide maintenance ongoing. Currently operating behavioral health programs, with sustained funding, will provide treatment.

Narrative Explanation of Fiscal Impacts:

Community Development Commission Appropriations for revenue and expenditures of $2,084,940 for the purchase, renovation, and furnishing of the facility. Health Services will receive and transfer to CDC funding up to $2,084,940 for costs related to the facility. The remaining $181,251 will be used by Health Services for information technology and program startup costs. Appropriations for the Community Development Commission and Department of Health Services will be added to FY 20-21 budgets with this Board item.
