Executive Summary:

The Department of Transportation and Public Works (TPW) is recommending the approval of plans and specifications for the Cazadero Highway Storm Damage Repair Project and associated award of a construction contract to the lowest responsible bidder for the project. As part of this project, staff is recommending a 10% construction contingency of $170,714 to account for unforeseen circumstances that cannot be predetermined prior to the start of the project. Construction contract costs are eligible for reimbursement through the Federal Emergency Management Agency (FEMA).

 

Discussion:

Cazadero Highway was damaged at four separate sites by debris flow and landslides as a result of the storms of January 2017. Two of the damaged sites have been repaired by TPW’s Road Maintenance and Engineering Team. The recommended repairs for the remaining two sites will include installation of new soldier pile walls, and replacement of damaged road segments. All repairs will comply with applicable roadway and drainage standards and are designed to accommodate future storm events and withstand failure under similar circumstances.

The project was advertised for bids on February 10, 2021.

Bids were opened on March 20, 2021.

The Engineer's Estimate was $2,071,206.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder.

Team Ghilotti Inc. is experienced in this type of work. They have been licensed and performing such work since 2007 and have completed comparable work for the County before. Accordingly, TPW recommends awarding the contract to Team Ghilotti Inc., as the lowest responsible bidder for this project. The total not to exceed amount of this contract is $1,877,855, which includes 10% for construction contingency. Appropriations are available in the FY 2020-21 budget and are included in the FY 2021-22 Recommended budget.

The Board may elect to not award this contract. However, doing so would leave this section of road unrepaired, and could jeopardize FEMA reimbursement for the project. In addition, this portion of Cazadero Highway is a County maintained roadway so not conducting repairs could lead to liabilities regarding public access and/or conditions.

Narrative Explanation of Fiscal Impacts:

Appropriations for this this contract are programmed into the TPW FY 2020-21 Capital Improvement budget, and are also included in the FY 2021-22 Recommended budget. Of the contract total, $1,280,356 (75%) is eligible for reimbursement from FEMA, and an additional $320,089 (18.75%) is eligible for reimbursement from California Governor’s Office of Emergency Services (CalOES). The remaining balance of the project costs ($106,696) will be paid from SB1 funds allocated to the Roads Division Capital Improvements Section.
