A)                     Authorize Sonoma County Water Agency’s General Manager acting on behalf of South Park County Sanitation District to execute an agreement for utility adjustments through June 1, 2022, in the not-to-exceed amount of $60,000.

B)                     Authorize County of Sonoma Transportation and Public Works Department Head to execute an agreement for utility adjustments through June 1, 2022, in the not-to-exceed amount of $60,000.

C)                     Adopt a Resolution Authorizing Adjustments to the Board Adopted Budget for Fiscal Year 2020-2021 for the South Park County Sanitation District Operations Fund in the Amount of $60,000 for the Utility Adjustment for the Pavement Preservation Program.

Executive Summary:

The County of Sonoma Department of Transportation and Public Works (County) and South Park County Sanitation District (District) routinely collaborate on various utility relocation and infrastructure maintenance and improvement projects. County and District seek to improve efficiency in combining projects to reduce costs and impact to the public. To that end, County and District request authorization to enter into the subject agreement for construction-related services.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

County's Pavement Preservation Program is an ongoing effort to improve the quality of Sonoma County roads by administering large-scale pavement treatment projects. County uses a long-term, network-level management approach designed to utilize limited funding as efficiently as possible.

 

County and District routinely collaborate on various utility relocation and infrastructure maintenance and improvement projects.

 

County’s asphalt concrete overlay project on Corby Avenue and Dutton Avenue (Project) will impact 20 sanitary sewer manhole covers owned by District resulting in the need to relocate these facilities.  In an effort to minimize impact to the public, the District facilities to be relocated are included in the bid package for the Project. 

Under the proposed agreement, County will award the contract to the lowest responsive and responsible bidder and take the lead in bidding and construction of the Project.  District will provide funding to County for District’s portion of the Project.

 

The cost of services will not exceed $60,000; the term end date is June 1, 2022.

 

The agreement includes two options for District to extend this agreement for a period of one year each by providing written notice to County thirty days in advance of the expiration date of the agreement and of the first extension option.

Narrative Explanation of Fiscal Impacts:

Additional appropriations in the amount of $60,000 are required to process this expense.  With Board approval of the attached budgetary resolution, FY 2020/2021 appropriations of $60,000 will be made in the South Park County Sanitation District Operations Fund.  Fund balance at the end of FY 2020/2021 is expected to be above target, consistent with prior years, and will not be negativity impacted by this Board item.
