Executive Summary:
This Resolution provides authorization by the Board permitting the County of Sonoma/Sonoma County Transit to file applications for federal transit capital assistance through Federal Transit Administration funding programs during fiscal year 2020-21.
The resolution also states certain programming and funding commitments necessary for obtaining all applicable funding, including regarding local match funds and other program conditions.
Discussion:
Sonoma County Transit seeks federal transit assistance, under various applicable programs, for transit capital projects. Sonoma County Transit receives federal assistance both directly through the Federal Transportation Administration and as a subrecipient through Caltrans. Federal funds are programmed by the Metropolitan Transportation Commission.
The Board’s previous resolution for federal transit funding authorizations included FY 2016-17 through FY 2019-20. However, the amount of FTA funding to be made available beyond FY 2020-21 is uncertain due to the pandemic. Therefore, the Metropolitan Transportation Commission has limited programming to one fiscal year. We anticipate the Board’s resolution next year will include multiple fiscal years.
Specific projects are identified in the Transit Division budget, Capital Improvement Plan and Short-Range Transit Plan. Local match sources are identified annually to meet funding requirements associated with these projects. No General Fund monies are used as the local match.

Narrative Explanation of Fiscal Impacts:
Transit anticipates receiving up to $3 million for FY 2021-22 and up to $2 million for FY 2022-23, which will be applied toward replacement bus purchases, preventative maintenance and transit facility rehabilitation projects. The FY 2021-22 amounts were included in the Transit recommended budget.
