Executive Summary:

On August 6, 2019 the Board awarded a professional services agreement for construction management services on the Boyes Boulevard Bridge Replacement project to Ghirardelli Associates, Inc. The requested action will extend the term of the agreement and increase the contract amount in relation to the longer duration. This first amendment is necessary to complete administration of the bridge replacement project by December 31, 2021.

 

Discussion:

The Department of Transportation and Public Works (TPW) is requesting the Board approve the first amendment to the construction management services agreement with Ghirardelli Associates, Inc. on the Boyes Boulevard Bridge Replacement project. The original agreement estimated a project completion date of December 31, 2020. However, additional project monitoring during the 2019/2020 winter suspension along with construction delays related to COVID quarantines, a state-wide cement shortage, environmental mitigation efforts, and drilling complications, have added 130 working days to the project’s duration. The requested action would extend the term of the original agreement providing additional construction management services to ensure the contractor adheres to the plans and specifications, and complies with all applicable rules and regulations.

The original professional services agreement for construction management services was $624,235, plus a 15% contingency, for a total amount not to exceed amount of $717,871, with a term ending June 30, 2021. The proposed amendment will increase the contract amount by $155,645 for a new not to exceed amount of $873,516, and extend the term of the contract by six months to December 31, 2021.  If approved, the total value of the amended agreement represents 15% of the bridge construction contract value of $5,637,737.

Ghirardelli Associates, Inc. is a Bay Area engineering firm that has specialized in providing construction management services to cities, counties, and CalTrans for over 30 years. Previously, Ghirardelli Associates, Inc. worked with the County on the Fort Ross Road Slide Repair Project in 2010.

Narrative Explanation of Fiscal Impacts:

Appropriations for contract costs were included in the FY 2020-21 adopted Roads Capital Improvement budget (11051-34030103) as part of the Boyes Bridge Construction Project. Future costs will be included in the FY 2021-22 recommended budget. The Federal Highway Administration has approved the project and will reimburse 88.53% of the eligible project costs. Funding for the local share will be paid from other sources of funds available for Roads capital improvement projects, including building permit fees and allocations from SB1.
