Executive Summary:
Sonoma County Water Agency (Sonoma Water) utilizes a tank and aqueduct system that includes approximately 80 miles of aqueduct, and 18 water storage tanks. Sonoma Water is in the process of strengthening the existing corrosion protection system to provide a more effective corrosion prevention system, and extend the life of the aqueducts, tanks, and other water and wastewater appurtenances. Sonoma Water requires as-needed specialty corrosion prevention engineering services for inspection, testing, and maintenance.

HISTORY OF ITEM/BACKGROUND
Sonoma Water provides potable water, wastewater collection and treatment, and flood management services in parts of Sonoma and Marin counties. Sonoma Water owns, operates, and maintains a potable water delivery system that consists of over 80 miles of cement mortar lined and coated steel piping. This piping network uses a cathodic protection system for corrosion prevention. Sonoma Water also has 18 epoxy lined and coated steel potable water storage tanks ranging in size from 2 to 18 million gallons each. These storage tanks use an impressed current cathodic protection system for corrosion prevention.
Sonoma Water seeks the services of corrosion engineering experts who specialize in operating and maintaining impressed current and galvanic pipeline cathodic protection systems including monitoring, troubleshooting, and providing maintenance.
SELECTION PROCESS
On August 25, 2020, Sonoma Water issued a Request for Statements of Qualifications (RFQ) to the 19 firms listed below:

The following criteria were used to evaluate each firm:
1. Thoroughness of SOQ
2. Professional qualifications and demonstrated ability to perform the work
3. Exceptions to standard terms in the sample agreement
Corrpro Companies, Inc. (Consultant) was selected to perform the work because Consultant has a strong team of National Association of Corrosion Engineers Certified Professional Engineers and an extensive background in providing corrosion engineering design and construction support services to water, power, and gas utilities.
SERVICES TO BE PERFORMED
Under the proposed agreement, Consultant will provide an annual pipeline survey and report, inspection and testing of cathodic protection systems, coatings, and materials, and maintenance support.
Services will also include engineering consultation, evaluation, operation, maintenance, and troubleshooting of locations with corrosion issues, and at cathodic protection stations (such as rectifiers and anode wells), and test stations.
The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.
Prior Board Actions:
10/8/2019: Approved agreement between Sonoma Water and Corrpro Companies, Inc. for corrosion protection engineering services. Cost $330,000; term end September 30, 2022.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $100,000 is available from FY 2020/2021 appropriations for the Water Transmission Agency Fund, for the Occidental, Russian River, South Park, and Sonoma Valley County Sanitation Districts’ Operations Funds, and for the Airport/Larkfield/Wikiup, Geyserville, Penngrove, and Sea Ranch Sanitation Zones’ Operations Funds. The actual expenditures will vary per fund, due to the condition of equipment and infrastructure susceptible to corrosion at each facility pending inspections and testing. The revenue source for the Water Transmission Fund is water rates and for the Districts and Zones is rate-payer annual sewer service charges. No additional appropriation is required.
