Authorize the Director of the Permit and Resource Management Department (Permit Sonoma) to execute the contract amendment with the Sonoma Ecology Center (SEC) to provide grant funded laboratory services for a not-to-exceed addendum amount of $62,168-. This addendum will increase SEC’s existing contract to a not-to-exceed total amount of $821,616- for the period July 1, 2015 and extending through December 31, 2021. The funding source is from the Board approved existing $991,119- EPA Clean Streams Southern Sonoma County Grant-, which has been included and budgeted in Permit Sonoma’s FY 2020-21 budget. Executive Summary:
Under the National Pollutant Discharge Elimination System (NPDES) the County is required to perform and report State mandated actions and measurable goals to reduce water quality impacts due to storm water runoff. This collaborative effort administered by Permit Sonoma is in partnership with Sonoma County Transportation and Public Works, Sonoma County Regional Parks, The Sonoma Ecology Center (SEC), and the City of Sonoma.
Discussion:
In April 2015, the Board authorized the director of Permit Sonoma to accept and administer grant funds from the Environmental Protection Agency San Francisco Bay Water Quality Improvement Fund. This grant in the amount of $991,119 is to offset costs associated with the requirements of the Federal and State ordered storm water regulatory permit over a six-year period. Actions required for watersheds that drain to the San Francisco Bay include assessments, and monitoring and testing water for sediment, pathogens, and pesticides.
Permit Sonoma, as Grant Administrator, has contracted with SEC for assistance with the required tasks. Permit Sonoma has chosen to have SEC conduct the laboratories analysis required under the grant and Sonoma Creek TMDL monitoring requirements.
SEC shall continue to submit to Permit Sonoma detailed invoices for services on a monthly basis. Permit Sonoma shall provide this information to the EPA as a required for reimbursement from the available grant funds.
Prior Board Actions:
04/30/2019: The Board approved an extension of the grant deadline through December 31, 2021 delegating its administration to the Permit Sonoma Director.
04/07/2015: The Board approved acceptance of a grant, from the EPA’s San Francisco Bay Water Quality Improvement Fund in the amount of $991,119-, and delegating its administration to the Permit Sonoma Director.
