Executive Summary:

Pursuant to Gov. Code 66503(b), the procedure to appoint a member of the Metropolitan Transportation Commission (MTC) is a two-step process. First, the City Selection Committee provides three names of nominees to the Sonoma County Board of Supervisors to consider. Second, the Board of Supervisors appoints one of those nominees to the position.

The first step has already been completed. The City Selection Committee has submitted the following three nominees for the Board to consider: Victoria Fleming, Neysa Hinton or Brian Barnacle.

This Board action is to take the second and final step. The Board may select one of those names to appoint to the MTC to fill the vacated term until February 2023.

 

Discussion:

On June 4, 2019, your Board approved the appointment of Jake Mackenzie to serve as the representative of Sonoma County and cities on MTC from February 2019 through February 2023. However, Jake Mackenzie’s term as the City of Rohnert Park Vice Mayor and Rohnert Park Area 4 representative expired in December of 2020. Your Board voted to extend Jake MacKenzie’s term on the MTC until a replacement had been selected.

On February 11, 2021, the Sonoma County City Selection Committee met via Zoom hosted by the City of Cloverdale to nominate Victoria Fleming, Neysa Hinton or Brian Barnacle for consideration to be appointed to the MTC. The Cities of Cloverdale, Cotati, Healdsburg, Petaluma, Rohnert Park, Santa Rosa, Sebastopol, Sonoma and the Town of Windsor were represented at the meeting. The Meeting was noticed, met all Brown Act requirements and opened public comment on all items.

At 6:11 P.M., the City Selection Committee attended regular business, which item “E” on the agenda was an appointment to the MTC.

E.                     MTC - One position, to fill vacated term of Jake Mackenzie, Rohnert Park. (Vacated term expires February 2023) - Per Gov. Code 66503(b), The City Selection Committee submits 3 names, and the appointment is made by the Board of Supervisors

6:11 PM Upon a motion by the City of Santa Rosa, seconded by the City of Petaluma, Victoria Fleming of Santa Rosa was nominated to the MTC, approved on a 5 - 4 vote with Cloverdale, Healdsburg, Rohnert Park and Windsor voting no.

Upon a motion by the City of Healdsburg, seconded by the City of Santa Rosa, Neysa Hinton of Sebastopol was nominated to the MTC, approved on an 8 - 1 vote with Petaluma voting no.

Upon a motion by the City of Petaluma, seconded by the City of Cotati, Brian Barnacle of the City of Petaluma was nominated to the MTC, approved on a 5 - 4 vote with Cloverdale, Healdsburg, Sonoma and Windsor voting no.

The names of Victoria Fleming, Neysa Hinton and Brian Barnacle will be recommended to the Sonoma County Board of Supervisors.
