FEMA recently approved $440,052 for the implementation phase (Phase 2) of ISD’s Data Center Generator Project as part of its Hazard Mitigation Grant Program (HMGP), with a local match requirement of $146,684. Acceptance of the grant and appropriation of $146,684 from the General Fund Resiliency Set Aside require your Board’s approval.

Acceptance of HMGP grant award for ISD’s Data Center Generator project, Phase 2
In the aftermath of the 2017 Sonoma Complex fires, County departments and agencies have sought funding through FEMA’s Hazard Mitigation Grant Program (HMGP) to improve the resiliency of County facilities in the event of wildfires, seismic events, floods and other hazards. The Sonoma Complex Fire of 2017 highlighted the risks of disruption in commercial power to essential services provided by the data center. A power loss from the fire would have placed the majority of the County’s information technology systems and data at risk, resulting in the inability to support essential services and critical public safety functions. In addition, during a large-scale event, the system load exceeds capacity. A dedicated generator with capacity to operate the County’s core data center facility and associated systems will help to mitigate risks associated with multi-hazards, in the event of a disruption in commercial power. FEMA has recently approved $440,052 for the implementation phase of ISD’s Data Center Generator Project, with a local match requirement of $146,684. The resolution in Attachment 1 formally accepts this award.
Appropriation from the Resiliency Set Aside for the HMGP local match requirement for ISD’s Data Center Generator project Phase 2
The cost share for HMGP is 75% federal and 25% local match. The County’s share is projected at the beginning of the application process, and funding sources are identified before the application is submitted. In addition to some special (non-general) funds being used for local match requirements, the County set aside $4 million in anticipation of the local share requirement for recovery-related grants. Phase 2 of ISD’s Data Center Generator project requires a local match of $146,684.
Since 2017, $17.9 million has been awarded, or obligated, in HMGP grant funding, with total project costs of $30.7 million. Upon award, the department can begin to work on the mitigation project. Attachment 2 provides brief descriptions of the awarded projects.

Narrative Explanation of Fiscal Impacts:
With your Board’s approval, $146,684 from the General Fund Resiliency Set Aside will be transferred to ISD for the local match of the Data Center Generator Phase 2 project. Offsetting revenue and expenditure appropriations for this project will be appropriated by ISD in conjunction with the County Administrator Office’s budget team, as part of the FY 2020-21 third quarter consolidated budget adjustment process.
The County currently has active grant applications for new HMGP funding and for FEMA’s Building Resilient Infrastructure and Communities (BRIC) program. These projects will require use of the Resiliency Set Aside to meet the local match requirement. These match requirements are not included in the table below as their award status is pending.
