Executive Summary:
Under this proposed agreement, Dina Luvishis (Consultant) will provide programming services for development and maintenance of Sonoma County Water Agency (Sonoma Water)’s database, user, and web application systems. Programming enhancements to Sonoma Water’s information systems will improve workflow by reducing redundancy among departments and provide a standard method of data gathering, storage, and retrieval.

HISTORY OF ITEM/BACKGROUND
Sonoma Water has had Geographic Information Systems (GIS) for approximately 17 years. Initially the GIS provided basic spatial data, and depicted locations and simple information on paper maps. Over the years, the GIS has evolved into a more complex system providing spatial data analysis, web mapping applications, field data applications, and enterprise databases supporting a multi-editor and web application interface.
The databases that have been ported to the cloud computing environment were developed with the Consultant and as such, Consultant has an intimate knowledge of the data stored in these databases as well as the database architecture. Consultant will be integral to continuing the support for Sonoma Water on these databases. Work performed under this agreement will provide data and system redundancy in the event of a catastrophic emergency that would otherwise preclude Sonoma Water staff from accessing GIS data and software at damaged Sonoma Water facilities.
SELECTION PROCESS
On May 26, 2020, Sonoma Water issued a Request for Statements of Qualifications (RFQ) for Database and Web Development Services to five firms. The RFQ was also posted on the Sonoma County Water Agency and County of Sonoma Purchasing Department websites. Sixteen firms submitted statements of qualifications. The following criteria were used to evaluate each firm:
1) Thoroughness of SOQ
2) Professional qualifications and demonstrated ability to perform the work
3) Exceptions to standard terms in the sample agreement
Based on evaluations, the following respondents were selected for the list of qualified consultants.

Consultant was selected from this list for the proposed agreement based on subject matter knowledge, understanding of Sonoma Water systems, and familiarity with database architecture.
Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed.
SERVICES TO BE PERFORMED
Under the proposed agreement, consultant will provide documentation (metadata) for database and web application development; perform ongoing work related to Biological Opinion and Stream Maintenance Program regulatory compliance, natural resource planning and environmental document preparation; and support multiple field data collection applications used as a resource for Geographic Information Systems projects related to engineering and environmental activities.
The cost of services will not exceed $90,000; the term end date is March 31, 2022.
