Executive Summary:
The Mental Health Board (MHB) is required to submit an annual report each year. This item finalizes the submission of the Annual Report for 2019-2020.
Additionally, each year, the California Behavioral Health Planning Council requests that each county MHB respond to its request for the completion of a Data Notebook, highlighting a particular area of focus. The MHB works with the Department of Health Services to collect and report annually as well. The MHB is pleased to submit to the Board of Supervisors the 2019 Data Notebook, with a focus on Trauma Informed Care Principles Across the Lifespan.
The Mental Health Board recently appointed an ad hoc committee to explore increased communication with the Sonoma County Sheriff’s Office as they no longer contract with the Department of Health Services for mental health services at County detention facilities. The Sheriff’s Office is in many ways the largest provider of mental health services in Sonoma County. The committee has written a report on mental health related activities of the Sheriff’s Office.

Discussion:
The 2019-2020 Sonoma County Mental Health Board Annual Report - In summary, the 2019-2020 Annual Report highlights the following:
• The county staff continues to be stretched thinly as a result of the reorganization due to the financial issues from 2018-2019.
• That same staff was called on again to respond to the Kincaid fire. Unfortunately, they had experience in this area. The fire response stretched the staff even more.
• The Joe Rodota Trail Homeless encampment was the second disaster to require Behavioral Health staff response. Attendance at the Wellness and Advocacy Center (which existed because of county support, thank you) swelled. Many of the homeless along the trail found support at the center which they had not been aware of before.
• In March, the COVID-19 shutdown again required disaster response. Behavioral Health staff again responded. Since the Behavioral Health Director and upper level staff were involved in response, the department was again left with thinly stretched staff.
• Although the Black Lives Matter movement did not affect our county in the same way it had affected other areas, it did prompt a self-examination of how we operate as a county.
• Our recovery from these disasters reminds us of the Recovery concept in mental health. Recovery from these disasters brings us back to a new normal. We will never be exactly the same because the event has changed us, but we are functional.
Data Notebook: Trauma Informed Care
• The Mental Health Board data notebook reflects that the Mental Health Board is responding primarily using the principals of Trauma Informed Care. The report addresses adults, older adults, and youth and children with a focus on foster care. The “Sonoma County: Data Notebook 2019 for California Behavioral Health Boards and Commissions” and the “Overview Report: The 2019 Data Notebook Project on California Behavioral Health” are attached.
