Executive Summary:

After receiving requests from businesses and residents regarding unregulated parking in the vicinity of the Sonoma County Airport, the Department of Transportation and Public Works (TPW) evaluated the parking conditions in the area and is recommending adoption of an Ordinance for parking restrictions to be established on sections of Jet Way, Aviation Boulevard, and Vineyard Creek Drive. The recommended restrictions (no parking zones) are intended to improve access to emergency vehicles and pedestrian safety at the Airport and surrounding area.

 

Discussion:

Roads in the vicinity of Sonoma County Airport Industrial Area (SCAIA) service the transportation needs of the immediate unincorporated area. Specifically, Airport Boulevard provides a direct connection west to the Sonoma County Airport and east to Highway 101, and North Laughlin Road/Skylane Boulevard connect north to the Town of Windsor/Shiloh Road and south to River Road. The land use in this area ranges from transportation to heavy industrial, commercial, residential and agricultural.

There are currently no restrictions established for parking along Jet Way, the west segment of Aviation Boulevard, and the south end of Vineyard Creek Drive. The SCAIA Specific Plan for this area calls for on-street parking to be prohibited within industrial park districts, which include the portions of Jet Way and Aviation Boulevard where parking restrictions are proposed. This ordinance establishes no parking zones that are consistent with the SCAIA Specific Plan. TPW staff recommends adopting the proposed parking restriction ordinance and installing the appropriate signs.

With the adoption of the proposed ordinance and the installation of the no parking signs, the California Highway Patrol will be able to enforce the ordinance, issue citations and remove vehicles if required and allowed under applicable law. The estimated cost of labor and materials to implement the ordinance is $10,000.00 and appropriations are available within the 2020/2021 Road Maintenance Budget.

The no parking signs would be installed approximately 30 days after adoption of the ordinance.

Narrative Explanation of Fiscal Impacts:

Appropriations are available in the FY 2020-21 Road Maintenance budget (11051-34010102) for installation of signs, and will be funded with revenues from the state Highway User Tax Account (HUTA) and the Road Maintenance and Rehabilitation Account (RMRA).
